Deputy General Counsel The candidate will be accountable for supporting the functions of the Law Department of an integrated healthcare delivery organization. Provides executive management with legal advice and counsel in order to comply with applicable laws and regulations, preserve the tax exempt status of system entities, and negotiate to advance their interests in transactions, affiliations, mergers and other business ventures. Serves as the top adviser to and extension of the UnityPoint Health General Counsel and should be able to handle nearly all things expected of the General Counsel, including appearing in place of the General Counsel. should be proficient in presentations to Boards of Directors and needs to have a broad knowledge of healthcare law. Make significant contributions to the Law Department’s efforts to identify those legal and regulatory standards, which when complied with and implemented on a consistent basis, contribute to the achievement of the UPH goal of being a high value, compliant integrated delivery network. Will be responsible to identify and implement best practices that result in reduced risk. Will be responsible for assuring the Department’s advice to the organizational entities meets the current standard of professional competence, is provided in a user friendly way and in a way that enhances the Law Department’s reputation for high value legal services. Providing leadership and support to current staff attorneys, providing advice that meets the organization’s needs for today, as well as positioning the organization for the future. Create an environment of open communication, transparency and collaboration with attorneys, Law Department staff, operational leaders and system colleagues resulting in proactive management of transactions, strategies and initiatives. Provide departmental leadership to ensure that customer service levels are sustained or enhanced. Ensure that the Department’s legal advice is provided to UnityPoint Health and its affiliates at an early stage in contemplated transactions, policy development and potential disputes in order to help structure legal, workable arrangements and policies, and to the extent possible, to avoid misunderstandings, disputes and litigation. To the best of the department’s abilities, ensure that entities and employees conduct business activities in compliance with applicable federal and/or state statutes, rules and regulations. Ensure that the department provides educational services and promotes awareness of legal concerns among the Law Department, system and affiliate leadership and staff in compliance with the Code of Conduct. Provide leadership in the ongoing development of accountability systems; promoting team work, fostering efficiency, enhancing communications, establishing clearly defined goals and measurements of organizational performance while promoting the sharing of resources, information and best practices among all stakeholders. Provides the highest level of ethical behavior and serves as a role model and best example of the standards of conduct and moral, ethical and leadership values. Provides leadership to the Law Department and has the executive presence, legal knowledge and skills and respect of top leadership to be able to be the General Counsel. Maintains current licenses and/or certifications required for the position. Through working relationships in the organization, is able to earn the trust and respect of top leadership so as to enable to adequately influence organizational policy and direction in compliant ways. Completes all annual education and competency requirements within the calendar year. Is knowledgeable of hospital and department compliance requirements for federally funded healthcare programs (e.g. Medicare and Medicaid) regarding fraud, waste and abuse. Brings any questions or concerns regarding compliance to the immediate attention of the applicable hospital or health system administrative staff. Takes appropriate action on concerns reported by department staff related to compliance.

Qualification and Experience

Requirements: Law degree from an ABA accredited law school and admission to the Iowa Bar. Admission or eligibility for Illinois and Wisconsin Bars desired. 12-15 years of related experience. A commitment to, and proven track record of success in, developing strong relationships, accompanied by the credibility, communication skills, political acumen, personal demeanor, and knowledge base to create, enhance and strengthen collaboration across the enterprise, is essential. An ability to influence, direct and build accountability through effective communication and fostering productive and supportive working relationships with internal and external constituencies. An appreciation of the challenges and opportunities associated with delivering care across the healthcare continuum and serving a population of patients in an ever changing reimbursement environment. An ability to attract and retain staff members and leaders with exceptional talent, insight, and commitment to the organization.
