Assistant Commissioner, Bureau of Regulatory and External Affairs/Division of Environmental Health Responsibilities: Will serve in an Executive Leadership role by supporting, analyzing, managing and ensuring the effective planning, implementation and delivery of new and expanding programmatic and policy initiatives within the Bureau of Regulatory and External Affairs, in support of the overarching goals, missions and objectives of the Division of Environmental Health. This process will include delegating tasks, providing guidance and supervision to all administrative, professional and legal staff members (including line staff, supervisors, managers and program directors) of all assigned Programs under the jurisdiction of the Bureau of Regulatory and External Affairs. -In support of the Deputy Commissioner’s efforts to monitor the performance of existing programs within the Bureau of Regulatory and External Affairs, the Assistant Commissioner will provide administrative leadership and guidance to these Program Offices: Program Planning, Permits and Licensing, Health Academy, Communications and Administrative Prosecutions. Coordinate regulatory and legislative activities by analyzing proposed city, state and federal legislation that impact the Environmental Health Division, including composing and reviewing amendments to the New York City Health Code and agency regulations; Manage the Division of Environmental Health’s role in the regulatory process; On behalf of the Division of Environmental Health, serve as a liaison to organization's offices of General Counsel, Press, Intergovernmental Affairs, Communications, as well as to the New York City Office of Administrative Trials and Hearings. Provide legal consultation to all designated Bureaus under the jurisdiction of Environmental Health and advise the Deputy Commissioner and respective Assistant Commissioners on the legal implications of environmental health issues. Interpret and assure adherence to federal, state and local laws, rules and regulations, policies and procedures governing program operations and recommending policy and procedural changes to improve programmatic feasibility and operational efficiency. Enhance and standardize outreach and education to customers and businesses by developing, coordinating and authorizing the timely release and dissemination of internal and external communications, media and public education materials; Represent Environmental Health in meetings with legislative and agency officials and community stakeholders. In consultation with the Deputy Commissioner, provide executive fiscal management for the direction and allocation of financial resources to facilitate the administration and execution of all services provided by the program offices: Program Planning, Permits and Licensing, Health Academy, Communications and Administrative Prosecutions. Provide oversight management responsibility for the Bureau’s Legal Unit in support of the administrative prosecution of notices of violations, while also utilizing the adjudication outcome data to analyze and evaluate program performance, identify deficiencies and staff failures that may cause judicial dismissals and make recommendations for the implementation of improvement mechanisms to enhance the program’s goals and objectives.
Qualification and Experience
Qualifications : Admission to the New York State Bar; and 4+ years of recent full-time responsible, relevant, satisfactory legal experience subsequent to admission to any Bar, eighteen months of which must have been in the supervision of other attorneys, in an administrative, managerial or executive capacity, or performing highly complex and significant legal work. Preferred Qualifications : Experience Regulatory and Legislative Affairs Attorney with 3-5 years of executive leadership experience. Superior managerial, analytical, organizational and communication skills. Background in policy development and analysis, including experience in a regulatory or legislative environment, and training and experience with regulatory enforcement and administrative law; extensive knowledge of relevant city, state and federal environmental and public health laws. Excellent oral, written communication and relationship building skills with an ability to prioritize, negotiate and work with individuals at various levels within and outside the agency.
