Health Policy Manager/Director Duties: For either level, specific position focuses on public policy issues related to mental health and substance use disorders. In addition to supporting the Public Policy team via development of health care policy, will also partially support the development of research through company’s Public Policy Institute. The Health Policy Manager will be responsible for supporting efforts to monitor, research, analyze, and evaluate the impact of proposed state and federal legislation and regulations. Primary duties may include: Maintains a portfolio of public policy issues. Monitors activities on specified public policy issues and proposed legislation and regulations to ensure appropriate engagement and to evaluate and assess the impact on the business. Conducts public policy research and analysis on a range of issues. Drafts advocacy materials and other documents on public policy issues. Participates in developing recommendations. Assists in issues management by working in conjunction with policy staff to represent the organization in public policy discussions. Partners with Public Affairs and State/Federal Government Affairs areas in working with state/local governments to support business initiatives. Utilizes monitoring tools to act as a strategic partner with Public Affairs and business units. The Health Policy Director will be responsible for maintaining a portfolio of public policy issues facing the company and leading related activities. Primary duties may include: Maintains a portfolio of public policy issues. Leads related public policy activities including: Develops positions that support enterprise objectives, ensures availability of persuasive advocacy materials, coordinates related activities, and facilitates the flow of information between impacted areas. Develops proactive legislative agendas at the state and federal levels related to public policy issues covered in the portfolio. Reviews Regulatory Alerts, and ensures Regulatory Affairs and the Mandates organization have timely background policy and legislative information needed to move forward on the implementation of key legislation or regulations. Monitors, evaluates, and tracks proposed legislation and regulations to identify moderately complex public policy issues, assess the impact on the business, and develop recommendations and/or solutions. Contributes to setting the Public Policy Institute research agenda and leads public policy research and/or data analysis on a range of issue areas, including managing consultants and/or engaging with external researchers on projects. Partners with Public Affairs and State/Federal Government Affairs areas to achieve business initiatives. Participates in workgroups hosted by external industry groups to identify public policy issues impacting the company and to influence their positions, tactics, and strategies to more effectively support enterprise goals. Serves as a resource to other associates and advises on policy issues.

Qualification and Experience

Qualifications requirements: A strong knowledge and specific work experience in the following topics across the healthcare landscape, Medicare, Medicaid, and commercial coverage is required: mental health; substance use disorders, including opioids; and Individuals with Intellectual and Developmental Disabilities.

Health Policy Manager: Requires a BA/BS in health policy development; 5 years of experience in health policy development; or any combination of education and experience, which would provide an equivalent background.

Health Policy Director: Requires a BA/BS in a related field; 8 years of experience in health policy development; or any combination of education and experience, which would provide an equivalent background. Advanced degree in public policy, public health, economics, statistics, law or a related field preferred. Knowledge of current policy issues impacting the business and industry required. Strong knowledge of Behavioral Health and Individuals with Intellectual and Developmental Disabilities is strongly preferred.
