Vice President, Intellectual and Developmental Disorders Program Services DUTIES: Plans, develops, organizes, implements, directs and evaluates the organization’s IDD program service areas and performance as it relates to driving behaviors, culture and operating results. Participates in the development of the organization’s IDD plans and programs as a strategic partner, particularly from the perspective of the impact on people and culture, as well as on customers and their families. Translates the strategic and tactical business plans into operational plans within the IDD program service areas. Evaluates and advises on the impact of long-range planning of new programs/strategies and regulatory action as those items affect the corporate strategic initiatives and targets for serve area growth of the organization as it pertains to IDD programs. Evaluates the IDD program service areas structure and team plan for continual improvement of the efficiency and effectiveness of the group as well as for providing individuals with professional and personal growth opportunities. Strategically positions Behavioral Health Services for Managed Care privatization initiatives and trains staff in managed care principles. Establishes credibility throughout the organization to be an effective listener and problem solver of people issues. Collaborates with other members of senior management to create an environment that encourages and rewards cooperative efforts between all Elwyn service areas that are in the interest of Elwyn and its consumers. Provides a setting that encourages the balance of clinical and business priorities and promotes best practices across programs. Assures that an outcome focus is maintained. Assures that all programs meet the credentialing requirements, licensure, certification and accreditation. Assures customer satisfaction. Inspires a shared vision of the Corporate Core Values and Mission and culture. Works with other Elwyn executives in the development of new business. Maintains positive relationships and nurtures confidence of funding agencies, and others who provide material support to assure that their needs are met. Communicates goals, objectives and ongoing achievements regularly and clearly to staff, families, and customers. Establish annual budgets for each IDD program service area in coordination with corporate finance group. Drives the Corporate goals for performance, both programmatic and financial, ensuring IDD program operations operate in a fiscally prudent manner and within established budgets. Drives the development of organizational resources via fundraising, grants, or proposals. Monitors changes in competitive practices. Establishes strategic direction to increase business levels. Works with state officials as necessary to enhance footprint. Identifies opportunities in other states to implement model to close state facilities. Establishes business plan and establishes growth targets to enhance presence and expand its reach and ensures corporate structure is implemented to support business plans. Establishes training plan for all IDD programs. Performs other duties as assigned.

Qualification and Experience

REQUIREMENTS: Bachelor’s degree preferably in Human Services, Business Administration, or related fields, and Master’s degree preferred; JD Degree or doctorate degree an advantage. 10 years of successful and proven experience directing IDD program and service functions as senior leadership position in a similarly-sized organization with progressive management experience at corporate level and with Board level experience; demonstrated strong, well-balanced leadership skills. 10+ years of direct practice and service provision in the IDD program and service field, including adult vocational program experience, healthcare, day programs, and residential programs. 5 years of Managed Care (MCO) experience. Experience with multi-divisional and multi-state organization. Operations management required. Expertise in clinical service program development and service delivery to individuals with intellectual and developmental disabilities. Demonstrated ability to develop and organize responses for proposals and information (RFP/RFIs) for new IDD program opportunities; demonstrated ability to find and successfully respond to grant proposals to capture new revenue sources. Extensive experience in not-for-profit business. Demonstrated experience in developing and managing multi-program annual budgets in coordination with corporate finance group. Affiliations with service and industry associations. Experience in collective bargaining negotiations and working and interacting with union officials. Demonstrated change management experience, having effectively guided organizations through large-scale change such as a merger, acquisition, culture transformation or major leadership transition a plus. Demonstrated experience in strategic planning and implementation; ability to lead the strategic planning process is a strong plus. Demonstrated ability to create actionable program service area reports capturing relevant data and metrics to analyze program performance and drive growth, outcomes, and effective decision-making. Exceptional skill in verbal communication and presentation skills to motivate, inspire, and inform; strong written communication skills. Known for setting and achieving aggressive goals and holding others accountable for doing the same. Demonstrated ability to work effectively as part of a team.
