Administrative Officer, GS 11 - 12 Duties: The candidate will manage daily administrative operations, requirements and management of the entire SCI-D Service. Will plan, develop and coordinate all administrative functions essential to program implementation and the delivery of services. Analyze and make recommendations for the best utilization of personnel and resources. Provide administrative guidance and support to professional staff. Provide supervision to technical and clerical staff. Formulate Service goals and objectives with the Chief of SCI-D. Reviews, develops, and initiates new policies and procedures for the SCI-D program as assessed to benefit the overall functioning of the Service. Formulate budgetary plans. Perception and assessment of immediate and long range budget issues. Require the selectee to interrelate the professional, technical and clerical with the administrative requirements for present and future budget forecasts. Create and/or run reports related to SCI-D data, including but not limited to: productivity, workload and throughput, and mapping. Ability to analyze, summarize, and present data to SCI-D staff, Chief of SCI-D, and executive leadership. Coordinate all personnel activities that include recruitment and placement, processing of Board Actions, development of position descriptions, organizational and functional charts, counseling of employees and analysis of performance and competencies. Initiate corrective actions of personnel. Advise on personnel operations within the SCI-D Program, including grievances procedures, techniques for counseling personnel, performance standards, procedures for disciplinary actions. Advise section supervisors and coordinates staffing and section responses on specific matters. Assess and delegate workload for clerical support staff. Plan and coordinate demand for updating and obtaining new equipment and technology. Act as a liaison between program elements and other medical services, conferring with program members to resolve operational problems, and developing relationships with other medical centers. Develop and initiate projects and studies to improve delivery of program services and overall effectiveness of medical center activities. Identify fiscal resources required to meet program and facility goals. Maintain program budget. Perform cost studies of organizational programs and analyzes information to determine initial and future cost of delivering new or existing services. Provide direct supervision to clerical staff throughout the Administrative Office and coordinates all administrative activity of clerical staff throughout the Service Line, as well as completes all aspects of performance appraisal and improvement process for all subordinates.
Qualification and Experience
Qualifications: GS-11 grade level: Must have 1 year of specialized experience equivalent must have 1+ year of specialized experience equivalent to the GS-9 grade level in the Federal service successfully performing the duties of a Healthcare Education Officer. Specialized experience consist of the following:knowledge of laws, regulations, Executive Orders, court decisions and issues related to the Federal recruitment, placement, and pay administration functions; ability to utilize automated computer programs designed for processing, tracking, maintaining and reconciling personnel actions. OR Must substitute education for the experience required, as follows: a PhD or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree OR an LL.M. from an accredited college or university. OR Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. GS-12 grade level: Must have 1 year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience in operations management, compiling and analyzing data, program management, creating reports, and supervising others.
