Profile

State Policy Manager Duties: Reports to Director of Public Policy. Managing all aspects of state and local public policy work, including identifying priorities, developing and executing strategy, advocating for or against state and local legislative proposals, and helping to implement policy at the administrative level. Will work closely with other members of the Public Policy team and the broader network to identify areas for engagement and advance legislative priorities. Responsible for developing and maintaining strategic relationships with high-level public policy actors, including state legislators, school board members, government officials, and coalition organizations. Provide leadership, strategic resource development, and issue management to ensure that has a long-term state advocacy and policy plan to achieve its strategic goals and objectives; Research and analyze complex policy issues, develop possible solutions, and recommend various public policy actions regarding LGBT youth in K-12 education; Evaluate the effectiveness of existing relevant state policies and programs and work to develop innovative implementation strategies with government agencies and non-profit partners in identified priority states; Assist in the development and management of the department’s annual public policy workplan; Work closely with the Organizing Associate to identify strategic areas for grassroots engagement and advocacy and develop timely action alerts; Develop and manage key relationships with community organizations, policymakers, government agencies, and non-profit institutions on behalf; Work with Communications Department to develop and disseminate blog posts, press releases, social media posts, etc. related to timely state LGBT/education policy issues; Provide technical assistance to state-based constituents on the passage of relevant state and local safe schools legislation. Specific assistance may include development of model policies, guidance on lobbying and legislative outreach, etc.; Monitor and track state-level legislation via FiscalNote; Work with other GLSEN departments on organizational projects such as resource development, trainings, etc.; Represent GLSEN at necessary public events, panels, workshops, conferences, and government gatherings; Work with Organizing Associate to build capacity and understanding among GLSEN Chapters of the organization’s state and local policy work; Advise on the development of new policy areas for GLSEN.

Qualification and Experience

Qualifications: BS/BA in relevant field, or related experience; Advanced degree or law degree preferred; 5+ years of experience working in state-level policy advocacy, government affairs, or related fields; Experience with state-level legislative and administrative advocacy; Experience with state-level policy implementation; Self-directed with the ability to work both independently and collaboratively; Ability to quickly build relationships and respond proactively to feedback; Demonstrated experience with, or commitment to work in, diverse communities; Ability to manage and advance multiple projects; Ability to work under the pressure of tight deadlines; Ability and willingness to travel as needed; Familiarity with, and a passion for, LGBT issues in K-12 education; Excellent written and verbal communication skills; Experience in workshop facilitation and public speaking a plus; Knowledge of legislative tracking software (Bloomberg Government and FiscalNote) a plus.
