Mission Support Specialist - GS 9 – 12 The candidate will coordinate and perform a wide variety of administrative and management services essential to the operation of the Refugee Affairs Division (RAD), including, but not limited to, budget, human resources, training, and time and attendance. Represent the office in dealings with vendors and organizations within the agency that have primary responsibility for these services. Manage the property inventory program to include completing mandatory yearly inventory, transferring inventory, and documenting new equipment and assisting staff with inventory questions. Serve as an expert on safety and occupational health and emergency preparedness; research topics, respond to inquiries, and provide solutions to conflicts in travel, training, facilities, occupational health and safety, and emergency preparedness. Develop and evaluate policies in assigned areas of responsibility and direct the development of new or changed issuances and directives. This includes preparing reports, documentation, and briefing materials in areas of responsibility for internal and external stake holders.
Qualification and Experience
The candidate should have following qualifications: GS-09: Must possess 1 year of specialized experience, equivalent to at least the GS-7 level in the federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Must have experience performing the following duties: Providing assistance to senior staff regarding procurement, and property related functions; Maintaining inventory of office equipment and property; Working knowledge of purchase card requests, policy, and procedures; Assisting with budgets, time and attendance, research and reporting, and other administrative functions. OR Successful completion of a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in an accredited college or university, or a J.D. OR L.L.B. degree may be substituted for experience at the GS-9 grade level. Such education must demonstrate the skills needed to do the work. A course of study in business administration, public administration, or related fields is qualifying. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 36 semester hours should be considered as satisfying the 2 years of full-time study requirement. GS-11: Must possess 1 year of specialized experience, equivalent to at least the GS-9 level in the federal government, which has equipped with the skills needed to successfully perform the duties of the position. Must have experience performing the following duties: Providing operational support, coordination, planning, and execution of a wide range of administrative functions; such as budgets, human resources, training, time and attendance, safety and emergency preparedness, research, and reporting. Collaborating with internal and external organizations in the implementation of assigned tasks; and, Advising management on regulations surrounding essential mission support functions (e.g., budget, human resources management, benefits, and performance). OR May substitute a doctoral degree or three full years of progressively higher-level graduate education leading to such a degree or an L.L.M. for experience at the GS-11 grade level. Such education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work of this position. GS-12: In addition to the qualifications at the lower grade level(s), qualify at the GS-12 level if possess 1 year of specialized experience, equivalent to at least the GS-11 level in the federal government, which has equipped with the skills needed to successfully perform the duties of the position. Must have experience performing the following duties: Independently performing and leading all areas of operational support; such as budgets, human resources, training, time and attendance, safety and emergency preparedness, and providing recommendations to leadership on needed improvements. Conducting research projects; including data analysis, producing reporting and briefing materials, and drafting and updating policies and procedures. Performing functional specialties such as budget, human resources management, travel, training, and logistics/procurement; Performing liaison functions with other organizations; including effectively presenting the organization's needs and establishing harmonious working relations with counterparts.
