Profile

Senior Permit Program Manager Duties: Will be responsible for performing advanced management and coordination of regulatory and environmental review compliance programs for BEDC capital projects. Will focus on planning, design and construction projects for BEDC's two newly formed divisions, the Office of Stormwater Planning & Engineering and the Office of Green Infrastructure. Specific duties include; managing permit acquisition and compliance throughout the project life cycle, as well as developing and reviewing permit applications; preparing environmental review documentation; interacting with regulatory agencies and department leadership; providing regulatory guidance to project teams; and managing relevant ePMIS procedure and tool maintenance and development. The selected candidate will be responsible for supervising, directing, and mentoring junior staff within the Permit Resource Division (PRD) and BEDC project teams in order to optimize performance and to develop expertise and career opportunities throughout the Bureau. Will be responsible for providing supervision to junior staff on the integral relationship of engineering design and permit management; the capability of supporting several projects simultaneously with a variety of differing needs; present to federal, state, and local regulatory agencies and other high level agency and city officials; establish program and project permitting schedules in coordination with construction activities; coordinate the regulatory activities required between the persons, agencies, and departments responsible for project completion; review schedules, contractor drawings, reports, and orders prepared by consultants, contractors, and agencies to assure conformance with project completion dates; check work performance, prepare management reports, and conduct regulatory compliance audits which stress significant problems and solutions; identify problems in construction permitting and seek resolution; work with the engineer of record regarding change orders, interpretation of documents, shop drawing approvals, and related permitting issues; Act as Agency liaison with the community, public, and regulatory agencies; Assist client bureaus in formulating project needs, options, and consequences; conduct regulatory research related to design and construction projects, including interpretation of quantitative, statistical, and cost data; review design and construction documents and plans, contract specifications, regulatory guidance documents, and source regulations; respond to requests for permit and environmental review-related data; and coordinate meetings with BEDC project teams as well as local, state, and federal regulatory agencies and other meetings to advance BEDC goals.

Qualification and Experience

Qualifications : A Baccalaureate degree from an accredited college in engineering, architecture, landscape architecture, business administration, or public administration, and five years of full-time satisfactory experience in the planning, administering or expediting of engineering design, and/or construction, or coordinating a very large engineering project, two years of which must have been in an administrative, managerial, executive or supervisory capacity; or a four year high school diploma or its educational equivalent and nine years of experience as described in "1" above; two years of which must have been in an administrative, managerial, executive or supervisory capacity; or Education and/or experience equivalent to "1" or "2" above. An accredited Master's degree in one of the disciplines described in "1" above, a law degree, or a valid New York State license as a Professional Engineer or Registered Architect or Landscape Architect may be substituted for one year of the required experience. All candidates must have 2 years of the administrative, managerial, executive or supervisory experience as described in "1" above.

Preferred Other requirements : Preference will be given to candidates who possess a New York State Professional Engineering License .Experience with managing large complex programs and projects integrating regulatory requirements with project needs to move projects from design through construction. Demonstrates excellent interpersonal, communication, organization, and writing skills. Advanced proficiency in Microsoft Office – Excel, Access, Word, and/or equivalent statistical/ data management software. Excellent research and analytical skills. Ability to travel citywide and within the New York City watershed.
