Portfolio Planning Specialist Duties: Proactively work with designated agencies to develop long term strategic space needs in order to proactively address needs for additional space and ensure the best use of City owned and leased space. Knowledge of ULRUP requirements and process. Evaluating properties used by City agencies and assessing opportunities for reallocation or disposition. Understanding the City’s real estate portfolio, with emphasis on the DCAS properties. Performing analysis to determine if identified, verified space needs can best be filled through, renovation of current space, lease, or purchase of space. Manage client agency lease portfolios to ensure timely renewal or relinquishment of leases and to eliminate inadvertent lease termination or extensions. Leading or assisting client agency project team in the early analysis of real estate needs. Effectively communicate DCAS’ policies and procedures and how they impact client needs. Manage client expectations and ensures that the client has a clear understanding of responsibilities. Provide accurate, reliable and timely information in response to client questions and needs. Conduct neighborhood and property surveys and analyses, including zoning, in order to strategically plan best locations for agencies. Analyze the efficiency and utilization of existing space allocations and occupancy metrics. Analyze the spatial organization and efficient utilization of office space by agencies and/or the functional arrangement of interior units and other operational program areas to optimize the use of space across the real estate portfolio. Draft outline scopes of work and space sketches/studies to propose projects directed to realizing office space maximization for City-owned and privately leased space.
Qualification and Experience
Requirements: 1. A baccalaureate degree from an accredited college in engineering, architecture, landscape architecture, business administration, or public administration, and 5 years of full-time satisfactory experience in the planning, administering or expediting of engineering design, and/or construction, or coordinating a very large engineering project, 2 years of which must have been in an administrative, managerial, executive or supervisory capacity; or 2. A four year high school diploma or its educational equivalent and 9 years of experience as described in “1†above; 2 years of which must have been in an administrative, managerial, executive or supervisory capacity; or 3. Education and/or experience equivalent to “1†or “2†above. An accredited Master’s degree in one of the disciplines described in “1†above, a law degree, or a valid New York State license as a Professional Engineer or Registered Architect or Landscape Architect may be substituted for 1 year of the required experience. Must have the 2 years of the administrative, managerial, executive or supervisory experience as described in “1†above. Preferred Skills: Preference given to candidates with New York City government experience and experience with New York City commercial real estate market; master’s degree in city planning, public administration, business or related fields; experience in office space management, knowledge of industry standards for modern, efficient office space design and functionality and the ability to understand a client’s business needs and programmatic functions. Should have 4+ years of relevant professional experience. Ability to anticipate and effectively respond to customer business and service needs. An understanding and interest in urban issues, especially New York City policy and operations. Ability to create and use project-related documents including schedules, project plans, presentations, meeting agendas, minutes and status reports to manage people and tasks and keep such tools up-to-date. Flexibility with prioritization and planning when unexpected events occur. Ability to prepare and deliver informative, well-organized presentations to communicate relevant information to stakeholders, including developing and presenting recommendations, briefing materials and project updates. Ability to synthesize information from several sources into concise documents. Understanding of how and when to communicate difficult/sensitive information appropriately. Ability to work collaboratively with internal and external stakeholders. Ability to think creatively and inspire innovation among team members. Good written, oral and interpersonal communication skills. Knowledge of portfolio management data systems such as ARCHIBUS or Tririga as well as MS Office Suite, particularly PowerPoint, Project and Access.
