Human Resources Specialist, GS 7 - 9 The candidate will interpret variety of documents (e.g. laws, regulations, judicial and administrative case rulings) to advise management on civilian employee management relations. Utilize evaluative methodologies sufficient to advise on and/or resolve complex, unprecedented management employee relations problems. Advise management on appropriate disciplinary or other corrective techniques responsive to a range of conduct and performance problems. Conduct investigations to analyze and identify obscure or underlying causes of misconduct or poor performance. Advise management on conflict resolution techniques to enhance the workplace environment. Traveling is required.
Qualification and Experience
The candidate must have the following qualifications: For GS-07 grade level: Must have 1+ year of specialized experience which includes interpreting laws, rules, and regulation to research a variety of civilian human resources topics, such as problems related to performance standards, evaluations, leave or attendance questions in order to prepare correspondence, memorandums, or informal advisories. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05). OR Education: Must have 1+ year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. For GS-09 grade level: Specialized Experience: Must have 1+ year of specialized experience which includes demonstrating basic HR knowledge in labor relations and personnel management theories to perform a variety of assignments; applying basic HR knowledge as an assistant consultant and advisor to management in Employee and Labor Relations, specifically discipline, conduct, performance, adverse actions, leave, administrative and negotiated grievances; and preparing findings and recommendations to accomplish labor/employee relations work. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
