Program Manager Senior III The candidate: provides technical guidance; and supervision for federally- funded unemployment compensation programs in Maryland, administered by the Department of Labor, Licensing and Regulation in accordance with U.S. Department of Labor rules and regulations. Exercises functional and programmatic supervision over UI staff implementing program functions. The areas under the guidance, control, and/or supervision of the Deputy Assistant Secretary of UI Administration include the Internal Security and Integrity Unit, Administrative Services and Logistics, Human Resources, Communications and Training Unit, UI IT Support and Performance Unit, and Finance and Audit Unit. The Deputy Assistant Secretary serves as technical advisor for the Division's programs outlining training needs, developing program objectives and an evaluating operational performance. The Deputy Assistant Secretary conducts studies of UI best practices for continuous improvement and develops and implements corrective action plans to remedy deficiencies within the agency necessitated by Legislative and USDOL audits. Manages the unemployment insurance budget and insures achievement of federal performance standards to maintain federal funding. Handles the communications activities with employees, employers, claimants and officials regarding benefits, taxes and UI policies and procedures. Assists and supervises in allocating work, staff and equipment throughout the state. Provides advice on methods, procedures, management, equipment and technical matters to unemployment insurance senior staff members and other managers with the Department and consults with Assistant Secretary regarding program objectives and standards. A Master's degree in Business Administration and/or a JD degree from an accredited college or university is essential. Must have 5+ years of experience in administrative staff or professional work and 2+ years of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures, expediture management and budgeting, communications, and employee training and development.
