Contract Specialist, GS 07 - 11 The candidate: Serves as a trainee/intern performing a variety of progressively more difficult assignments within the Contracting and Acquisition field involving similar situations and problems at GS-07 level. Completes formal/informal classroom training, on-the-job training, and/or self-development as set forth in the incumbents Individual Development Plan (IDP). Serves as a Contract Specialist, responsible for the full range of contract functions encompassing issuing solicitations, evaluating proposals, contract negotiations, execution, and administration for supplies, equipment, services, construction and/or special assigned programs. Performs all pre-award contracting functions which require the use of fixed-price, cost-reimbursement, or a combination of contract methods and types to procure large, highly complex/high dollar equipment systems, programs or services where little or no contractual precedent exists. Performs post-award functions to include monitoring contractor performance, negotiating Delivery Orders (DO), extensions of delivery schedules, price adjustments, modifications to the contract and similar agreements and contract closeout. Traveling is required.
Qualification and Experience
The candidate must have the following qualifications: Bachelor's degree from an accredited educational institution and at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. To qualify for the GS-07: Must have 1+ year of experience which prepared you to do the work in this job. Specialized experience is defined as Ordering, purchasing or procuring a variety of supplies, equipment and/or services; reviewing, interpreting and applying a variety of instructions, regulations, policies and procedures; soliciting potential sources of supplies for price quotations; creating and maintaining various files; compares prices, discounts, delivery dates, or handling charges; assisting in the preparation of a variety of documents; writing reports. To qualify for the GS-09: Must have 1+ year of experience which prepared you to do the work in this job. Specialized experience is defined as interpreting procurement regulations and technical material in preparation of solicitation documents; utilizing computer programs such as Microsoft Work and Excel to develop simple contract provisions and supporting documentation; and analyzing facts and conditions, and drawing conclusions. To qualify for the GS-11: Must have 1+ year of experience which prepared you to do the work in this job. Specialized experience is defined as applying contracting principles, laws, regulations and procedures in contracting transaction; preaward procurement functions; contract administration; and communicating with requisitioning personnel, orally and in writing.
