Director, State Government Affairs The candidate will be responsible for supporting company’s local and state lobbying and has responsibility for overseeing designated state contract lobbyists and public affairs consultants. Responsible for identifying and promoting public policies and developing strong relationships with state and local elected officials and policymakers that foster a competitive environment for the company’s business activities and promote patient access to pharmaceutical products. Ensure that activities at the state and local level are well-coordinated within the company and meet all ethical rules and guidelines, including the high- standards maintained by the company. Closely partner with the company’s commercial, science and regulatory, operations, strategy, and legal teams, among other key internal customers, to understand and advise on the company’s key business strategies and align the company policy and legislative goals. Monitor and inform company leadership and internal customers, in a timely manner, of key local and state policy and political developments that have a measurable impact on patient access issues or the company’s key business goals. Develop strong and ethical relationships with state and local elected officials, policymakers, policy/trade associations, and other stakeholders and, in coordination with communications, clearly and effectively communicate the company’s goals to those constituencies. Advise and support the company’s Political Action Committee through solicitations, presentations, and education programs. Participate in and help manage the company’s political program, including through PAC and corporate political contributions, to support candidates who share the company’s goals for patient access and a competitive business environment. Represent the company and exhibit leadership in trade associations and policy organizations. Develop educational programs for policymakers in coordination with key patient and stakeholder groups. Manage existing relationships with state and local government officials and healthcare-oriented stakeholders and the ability to develop and maintain new relationships. Innate understanding and passion for politics and policymaking. Understand and commit to ethical rules and obligations related to lobbying, policymaking, and stakeholder relationship development. Develop and maintain relationships with elected officials, policymakers and healthcare stakeholder groups at the U.S. state or local level. Practice under state and local legislative cycles, rules and parliamentary procedure and unwritten experience. Manage contract lobbyists and consultants. Bachelor’s degree required in political science, public administration, economics, or related policy or public affairs discipline required. Law degree or Master’s degree in public policy, public affairs, public health or related field preferred. 5+ years of experience in the United States with lobbying, policy analysis, public affairs or related activities required. Excellent writing, presentation and public speaking skills required. Experience: with highly-regulated and scrutinized industries; pharmaceutical or life sciences experience; with pharmaceutical and healthcare associations, such as PhRMA, BIO, state-level organizations, etc; with policy and business organizations at the state level (RGA, DGA, RAGA, DAGA, NCSL, Chamber, etc.) strongly preferred.
