Vice President, Federal Regulatory Affairs Duties: Build and maintain relationships with federal regulatory agencies, including CMS, HHS, DOL, IRS, Treasury, and OMB as well as interface with business segments (E&I, M&R, and C&S) regarding business issues and opportunities impacted by federal agencies. Advance federal regulatory relationships focusing on innovative solutions to improve business sustainability and develop business opportunities. Develop and identify business talents ensuring the best representative is prepared, messaged, and works to end goal of relationships with the agencies. Coordinate with state regulatory teams and leaders to identify and resolve issues crossing both federal and state regulatory concerns. Coordinate and identify appropriate representatives for ongoing work with national trade associations such as AHIP ensuring appropriate input is provided to the trade while engaging appropriate teams. Finally, works across business segments to identify proactive outreach and resolution goals for federal regulatory needs protecting and promoting business interests. Coordinates and responds to inquiries, requests and actions from federal regulatory agencies including questions related rules, requests for assistance/information and complaints. Track federal policy decisions, new laws and regulations in coordination with Regulatory Affairs and support changes to ensure compliance. Engage with business and legal teams to ensure tight coordination with growth strategies. Anticipate policy and regulatory issues and reviews legislation both from a content and political perspective. Provides leadership to and is accountable for the performance and results through multiple layers of management and senior level professional staff, Manage federal regulatory relationships. Articulate and drive adherence to national advocacy; coordinate with and educate business leaders. Develop and execute agenda based on promoting UHC as thought leader and trusted advisor. Develops, translates and executes strategies or functional/operational objectives for a region, line of business, or major portion of a business segment functional area. Coordinates with others to resolve highly complex or unusual business problems impacted by regulatory action or inaction affecting major functions or disciplines. Identifies proactive agenda and business interests impacted by regulatory actions. Drives programs that impact markets of customers and consumers.

Qualification and Experience

Qualifications: J.D. degree. 15+ years of experience in a healthcare Regulatory Affairs. Relationships and/or experience working directly with federal regulatory agencies. Highly organized with effective and persuasive communication skills. Strong analytical, problem solving and decision-making skills; ability to exercise good judgment.
