Policy Analyst, Bureau of Systems Strengthening and Access/Policy and Planning Duties: Conduct policy and best practices research on emerging trends in behavioral healthcare delivery and financing, legislative and regulatory matters and develop recommendations. Track and analyze local, state and federal regulations and legislation, draft comment letters and coordinate the development of the Divisional legislative and regulatory agendas. Prepare policy positions, opinions, public testimonies, memorandums and reports on a variety of topics related to behavioral health. Draft legal Memorandums of Agreement (MOA), Memorandums of Understanding (MOU), data agreements and simple contracts. Act as the Divisional liaison to the DOHMH offices of Intergovernmental Affairs and General Counsel. Provide assistance with the Office’s health integration work and to the Maternal Depression initiative by conducting research, reviewing policy documents, and preparation of reports and presentations. Lead and participate in workgroups related to behavioral health policy and planning. Other necessary duties as assigned by the supervisor.
Qualification and Experience
Qualifications: 1. Admission to the New York State Bar; and either “2†or “3†below. 2. One year of satisfactory United States legal experience subsequent to admission to any state Bar; or 3. Six months of satisfactory service as an Agency Attorney Interne (30086). Must remain Members of the New York State Bar in good standing for the duration of this employment. To be assigned to Assignment Level (AL) II, must have 1 year of experience at Assignment Level I or 2 years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment. To be assigned to AL III, must have 2 years of experience in Assignment Levels I and/or II or 3 years of comparable legal experience subsequent to admission to the Bar, in the areas of law related to the assignment. Preferred: Strong research and analytical skills. Excellent knowledge of public policy and policy development. Strong project management skills. Excellent written, verbal and presentation skills, including the ability to draft and review legal documents. Ability to work independently and in team settings and manage multiple priorities in a fast paced environment. Proficiency in Microsoft Word, Excel, Project, Power Point, and Outlook. Knowledge of and experience with the public behavioral health system especially in the areas of current trends in public and commercial health insurance, and the mental health, substance use, and/or the developmental disabilities services system. Ability to develop and sustain situational awareness of needs of various stakeholders.
