Voluntary Services Officer, GS-0301-11/11 Duties: The candidate will be responsible for all aspects of the Veteran Affairs Voluntary Service (VAVS) program; including volunteer management, general post find and donation procedures, voter registration, volunteer transportation network and maintaining relationships with Veteran Service Organizations. Responsible for the recruitment, screening, orienting, appropriate placement, evaluation, and recognition of all volunteers of the EPVAHCS; uses judgment to assign volunteers appropriately while paying particular attention to sensitive positions; presents programs to the staff to encourage the use of volunteers, and assess the needs of various services to determine ability to utilize volunteers; develops program goals based on the needs assessment, goals and mission. Works with Service Chiefs and supervisors to create innovative, meaningful volunteer assignments that utilize the skill of the volunteer while fulfilling the needs of the clinic. Develops training materials, guides, handbooks, and other tools to assist in the training of volunteers. Assigns, plans, directs, reviews work of subordinate employees and assures work is completed and accurate; evaluates and develops employees' work performance; approves sick and annual leave; advises employees on all matters pertinent to the unit; recommends selections, promotions, awards, disciplinary actions; resolves informal grievances and is responsible for training and development of unit employees. Performs the full range of public affairs duties for the EPVAHCS, when the Public Affairs Officer (PAO) is not available. Strategically guides public affairs program through the use of traditional and new media. Maintains positive relationships with media stakeholders and pitches appropriate stories. Advises top management of potential media issues and prepares issue briefs as needed. Works with staff to publicize special programs and events.

Qualification and Experience

Qualifications:
Specialized Experience for GS-11 level: Must have 1+ year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include: knowledge of a wide range of concepts, principals, and practices in the voluntary service field; ability to integrate the Voluntary Service program into the mainstream operations of the facility; knowledge serving as an advisor to top management staff on voluntary services operations; ability to implement programs and program changes to improve service and increase efficiency; assign work, evaluate performance, effect disciplinary measures, approve or disapprove leave requests; develop innovative community outreach programs.

Education for GS-11 level: Should have Ph.D. or equivalent doctoral degree, or three years of progressively higher level graduate education leading to such a degree or LL.M., with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration; or an equivalent combination of specialized experience and graduate education that demonstrates ability to perform the duties of this position may be substituted for the experience required.
