Senior Level Attorney Advisor - SL-0905-00/00 The candidate typical work assignments may include: Serve as the organization Deputy General Counsel providing legal advice, counsel and guidance on the full range of organization operations on any issue or matter they may refer to the Deputy General Counsel, and on issues the organization General Counsel or the DoD General Counsel identifies and determines should be brought to their attention. Participate in DoD negotiations conducted with allied and foreign governments to establish policies and procedures for allied foreign government participation in the research programs. Negotiations may be at the Defense Secretariat level. Provide expert legal services in representing organization in adversarial proceedings, including hearings before the Aimed Services Board of Contract Appeals, Merit Systems Protection Board, Equal Employment Opportunity Commission and other fora.Provide representation for organization in assigned proceedings Government Accountability Office and the United States Courts of Federal Claims involving protests before and after award of organization contracts. Provide expert legal services for implementing organizations program for detection, reporting, investigation, prosecution, administrative action, and remedial action with regard to contract fraud and antitrust violations in the organization acquisition function. Serve as the Agency's Alternate Designated Agency Ethics Official and ensures organization's compliance with title 171, Ethics in Government Act of 1978 (P.L. 95-521) implementing regulations and DoD Standards of Conduct policies, and provides expert legal services to organization personnel on conflict of interest laws and regulations. Provide expert legal service to supporting organization's legislative program, which includes drafting legislative proposals, developing the Agency's position on pending legislation and Executive Orders, preparing DoD reports to Congress on legislative proposals, and advising on implementation of new statutes. Provide expert level services for investigating and resolving patent infringement and copyright claims against organization pursuant to statutory authority and negotiation for acquisition of rights to invention. Provide legal services in the area of civilian personnel law, and supervises the coordination and administration of those actions and matters relating to the requirements of the Freedom of Information and Privacy Act, and applicable regulations. Supervises the recruitment and hiring of organization attorneys and administrative personnel to support program managers and personnel who execute approved programs.

Qualification and Experience

The candidate should have following qualifications:
Specialized experience required for this position is: Comprehensive knowledge and stay abreast of developments in federal procurement law, intellectual property law, ethics, and other areas of law as they apply to providing legal services in support of R&D programs and projects. Demonstrated expertise in representing administrative claims for patent infringement and assisting the Department of Justice in intellectual property cases. Expert knowledge in the areas of privacy law, space law, international agreements, fiscal law, environment law, research misconduct, human subjects research and animal research. Thorough knowledge of Federal Government operations; and have a comprehensive knowledge of the programs, operation, practice and legal precedent in all areas assigned. Must be a graduate from an accredited law school, and be in good standing of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico Bar. Should possess a Bachelor of Law or Juris Doctor Degree from an accredited law school at the time of applying for the position.
