ProfileGeneral Counsel Duties: Reporting to the Site Leader, with a matrix reporting relationship to the Vice President and General Counsel for Mechanical Systems and Components group, which includes work across the Department of Energy’s national laboratories, this position provides legal counsel and assistance to General Management and the various operating divisions to ensure maximum protection of the legal rights of the LLC, and to ensure operations remain within the limits prescribed by law and the Prime Contract. Responsible for management and administration of Law Department. Supervises and directs activities of Law Department. Develops and disseminates policy and directions on legal aspects of operating activities for the guidance and control of operating divisions. Represents the LLC in the negotiation and administration of the Prime Contract, including all changes, modifications, disputes, and related reimbursement authorizations. Provides counsel in the conduct of relationships with the Federal government agency customer and other federal and state bureaus and agencies. Assists in negotiations as required, and reviews and approves written agreements, contracts, or other legal instruments involving the rights and obligations of the LLC. Keeps current with federal, state, and local judicial decisions, laws, and other regulations affecting the LLC’s operations and provides appropriate guidance. Provides legal guidance and counsel relative to patent, trade-mark, copyright and procurement matters. Represents the LLC or collaborates with outside counsel in litigation involving the LLC and its employees or agents arising from their acts on behalf of the LLC. Acts as liaison between the Federal government agency customer leadership, and JV Corporate Counsel in legal matters of particular interest to the LLC. Represents the LLC as required in community and civic activities. May perform other duties as required. Directly supervises employees on the administration team. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Conducts activities in a safe and healthy manner and works in accordance with established HS&E requirements to ensure the protection of employees, the public, and the environment. Takes actions necessary to “stop” work when an unsafe condition or action is identified. Every employee has the right and responsibility to stop work when unsafe conditions or actions are identified. Interact with Federal government agency customer headquarters, & local Field Office. Interacts with the JV’s management board and provides necessary information to the management of the JV and its members.
Qualification and Experience
Qualifications: Bachelor’s degree plus degree in law from an accredited law school. 7+ years of experience at a law firm, governmental agency or university in relevant areas of law and extensive experience in all phases of corporate legal practice including a thorough knowledge of government procurement regulations. Experience with government contracting, including the DEAR & FAR. Experience working at or serving as a lawyer to the Department of Energy, with preference to support of the National Nuclear Security Administration. Experience working on classified government programs. Legal acumen with history of effective communication with a broad range of technical and nontechnical audiences (customers, suppliers, engineering, integrated supply chain and program management). Experience managing a legal team, including non-legal professionals in contracts management and export controls. Demonstrated ability to envision, innovate and implement companywide legal needs. Analytical and problem-solving skills. Self-starter with the ability to operate independently in an ambiguous environment. Integrative thinker with demonstrated ability to solve complex, multi-faceted problems with due consideration for business and strategic consequences. Ability to gather, synthesize, and interpret operating and financial data and turn into appropriate risk mitigation. Experience interfacing with and presenting to Senior Leadership and Business Customers. Experience within Federal government agency programs.
