Expert Renewable Energy Policy and Planning Analyst The candidate will work collaboratively with multiple teams to shape company policy on renewables issues and in the formulation and execution of the company's strategy to procure renewable energy as part of energy supply portfolio. Will involve leading the development of reports and other written materials supporting proposals, gathering and analyzing relevant Renewable Portfolio Standard (RPS) information and market data, analyzing renewables-related state and federal legislative and policy proposals and mandates, project-managing multiple initiatives, and coordinating with other organizations within the company on renewable and clean energy resource issues with minimum supervision. Supports the company's commitment to environmental leadership. may participate in California Public Utilities Commission (CPUC), California Energy Commission (CEC), and California Independent System Operator (CAISO) proceedings on RPS issues. Renewable Procurement Strategy Development: A primary role of this organization is to analyze and present information to support decision making and the development of a robust renewable resource strategy. Will lead and work with policy, regulatory and commercial team members on all aspects of this strategy development. Activities and responsibilities may range from developing tools, performing renewables industry and market research using internal and external sources, and preparing supporting documents and presentations for senior management and regulators. Will lead the development and execution of a regulatory strategy for renewable projects which require approval from agencies such as the California Public Utilities Commission. Legislative and Media Input: Assessment of state and federal renewable energy legislative bills and their impacts to PG&E’s customers. Activities include researching a proposed bill’s impacts through external and internal research and developing a support, neutral or oppose position for management approval. Support the Governmental Relations team in achieving results on behalf of PG&E customers. Lead the development of RPS talking points for internal and external audiences with minimum supervision. Response to media requests. Additional Project Support and Management: Take on a variety of projects and functional roles within those projects. May be called upon to prepare and provide technical and analytical support on energy procurement strategy and planning matters on an as needed basis, and to deliver presentations to directors, managers and peers, as well as to external audiences.

Qualification and Experience

Qualifications: Bachelor's degree in economics, finance, business, engineering, or an equivalent combination of work experience or education in related fields. 5+ years’ experience in energy, environment, or related arena. Desired: Relevant advanced degree, including MS, MA, , JD, MEM, MPA/MPP, MBA and similar. Four years of work experience in the wholesale supply side, development side, or strategy/policy side of the energy industry. Intermediate spreadsheet application knowledge. Advanced oral and written communication skills and clearly articulates points and findings in both written and oral communications. Extreme attention to detail. Advanced ability to plan projects, develop milestones and meet specific deadlines including excellent project management skills. Advanced knowledge of the various components of wholesale energy portfolios, development and engineering activities, power purchase agreements, or strategy/policy arenas. Advanced knowledge of electric system operations or resource planning. Advanced knowledge of utility departments, business units and functions. Knowledge of CAISO protocols/tariffs. Advanced knowledge of utility procurement processes including commercial, governance, and regulatory processes. Strong ability to present and communicate to internal and external stakeholders. Strong ability to manage internal and external meetings. Highly capable of working independently, not requiring hands-on supervision for all tasks. Strong ability to work in a high paced environment completing multiple tasks. Advanced knowledge of procurement solicitations, procurement contracts, resource development, or strategy/policy advocacy activities. Advanced ability to solve complex problems with little guidance and sometimes incomplete information. Advanced knowledge of physical and financial gas and electric market fundamentals. Works independently; receives limited guidance; work is reviewed upon completion Renewable Policy Advocacy, Implementation, and Planning: Have technical expertise on a wide range of RPS program and renewable policy issues. May include the structure of procurement programs, renewable project assessment and selection, renewable transmission and integration issues, and cost impacts of RPS-eligible resources. Use this knowledge to lead the analysis of policy proposals and determine their impact on renewables portfolio. Leading the development of testimony, regulatory filings, and reviewing policy comments including analysis of renewables issues and position papers on RPS-related topics.
