Deputy Chief Of Payments And Contracts The candidate will work for division/Work Unit: Construction/Administration. Under the executive direction of the Chief of Construction and Engineering with the widest latitude for independent judgment and decision making, the Deputy Chief of Payments and Contracts will direct, supervise and evaluate a unit of engineers, procurement analysts and support/technical staff in the management and oversight of payments, contracts, procurement and bidding. He/She will be responsible for the development and management of contracts for procurement of goods services and construction. Typical tasks will include but are not limited to: processing work orders, tracking of billing, preparing of change orders and time extensions; vehicle assignment tracking and maintenance; establishing programs and policies to ensure payments are performed in accordance with DEP standards and coordinated with all relevant bureaus, government agencies and private utilities; interfacing with vendors, procurement staff and field personnel on issues related to procurement and budget; ensuring all organizations are billed for work performed by DEP; advising and assisting the Chief on special projects; and tracking all procurements and contracts to ensure they are processed and completed in a timely manner. Generate reports using various City-wide systems which include; FMS, APT, IFA, VENDEX and PACT. Will provide guidance to the analysts in interacting with vendors, procurement staff and field personnel on issues related to procurement and budget; research and reports; provide information as needed for special projects and meetings; and update the database regarding budget and procurement activities.
Qualification and Experience
The candidate should have Baccalaureate degree from an accredited college in engineering, architecture, landscape architecture, business administration, or public administration, and 5 years of full-time satisfactory experience in the planning, administering or expediting of engineering design, and/or construction, or coordinating a very large engineering project, 2 years of which must have been in an administrative, managerial, executive or supervisory capacity; or A four year high school diploma or its educational equivalent and nine years of experience as described in above; 2 years of which must have been in an administrative, managerial, executive or supervisory capacity; or Education and/or experience equivalent to above. An accredited Master's degree in one of the disciplines described inabove, a law degree, or a valid New York State license as a Professional Engineer or Registered Architect or Landscape Architect may be substituted for 1 year of the required experience. However, all candidates must have the 2 years of the administrative, managerial, executive or supervisory experience as described in above. Experience preferred: 10+ years of payments and change orders. Experience handling engineering audits. 2-3 years in a supervisory capacity. Knowledge of FMS, PACT, PPB, DEP Rules and regulations is preferred. Knowledge of billing practices and construction background is desireed.
