Senior Cost Estimator Duties: Leads the development of cost estimates for capital and minor construction projects that typically are in the range of $50K - $10M. Includes working with users in refining project scope to improve the overall accuracy of cost estimates. Facilitates and participates in a team environment, through the organization, and other organizations throughout the laboratory. Manages multiple cost estimates of increasing scope and risk. Also coordinates and reviews estimates prepared by others. Creates and maintains a cost estimating database to capture actual costs and utilizes these actuals to inform future cost estimates. Utilize in-depth knowledge of cost engineering, principles and practices related to R&D scoping, engineering and construction practices and methodology, mechanical and electrical systems, design activities, escalation, risk assessment, management reserve and contingency applications, project management and project administration activities, inspection criteria, financial burdens, and subcontract administration. Will be expected to be the subject matter expert (SME) on DOE and industry cost estimating best practices and techniques. As an SME, utilizes in-depth knowledge of value engineering, life cycle costing, and other cost engineering techniques to assess cost options and accomplish construction quantity takeoffs from non-documented sources, sketches, and drawings. The individual will also ensure that estimates include costs associated with integrated safety management principles. Due to the nature of the work at organization , cost estimating assignments will be broad in nature, usually requiring originality and ingenuity but still are required to follow company practices and procedures. Assist other engineers and project managers throughout the cost estimating process in applying cost estimating tools and techniques. Interacts with personnel on cost estimates requiring coordination across organizational lines. Proactively identifies, promotes and develops new cost estimating techniques, and develops and executes plans to improve the cost estimating function and associated deliverables. Assists with the creation and/or revision to Laboratory cost estimating procedures and ensures compliance with such procedures. Is accountable to the Group Manager of Project Management, Engineering and Construction for providing organizational deliverables in accordance with organization's procedures. Works independently with little oversight required, conferring with manager or technical leads on unusual matters and assignments. Participates in determining one’s assignment objectives. Plans, schedules, and arranges own activities in accomplishing these objectives. Work is reviewed by the Group Manager upon completion.

Qualification and Experience

Qualifications : Relevant Bachelor's degree with 9+ years of experience or equivalent relevant education/experience. Or, relevant Master's degree with 7+ years of experience or equivalent relevant education/experience. Or, relevant PhD degree with 4+ years of experience or equivalent relevant education/experience. Or, relevant JD degree with 4+ years of experience or equivalent relevant education/experience. Applies extensive technical expertise, and has full knowledge of other related disciplines. Contributes to the development of new concepts, techniques and standards. Considered internal subject matter expert. Extensive knowledge of laws, regulations, principles, procedures and practices related to specific field. Excellent leadership, project management and problem solving skills. Ability to use various computer software programs. Demonstrates effective verbal, oral, written, and computer skills and communicates with management of all levels internal and external to laboratory. Ability to communicate with all project stakeholders is crucial to success of the applicant. Also serves as spokesperson for the organization on major cost estimating items, issues, or concerns.
