Profile

Director, Employee and Labour Relations The candidate reports to the Vice President of Human Resources and Organizational Effectiveness. Responsible for the leadership of our Employee and Labour Relations program. In preparation for Hospital’s redevelopment plan the candidate works in close collaboration with the Vice President and Director/Managers to ensure the program is aligned with the strategic plan and supports achievement of the Hospital’s human resources strategic outcomes. Oversees the Labour Relations function including the Labour relations strategy and principles, relationships with bargaining agents, collective bargaining and dispute resolution including grievance administration. Develops in collaboration with program staff and Senior Management both economic and non-economic mandates for collective bargaining. Provides day-to-day legal advice and direction to Human Resources staff on a wide range of employment (union and non- union) matters and acts as legal counsel at arbitration hearings, the Ontario Labour Relations Board and the Ontario Human Rights Tribunal. Establishes a strategy and framework for the employee and labour relations program that is aligned with the hospitals strategic plan and human resources strategy. Establishes systems and metrics to effectively measure progress towards the achievement of outcomes. Effectively manages the dispute resolution and litigation strategy and legal and other costs of the program while maintaining a positive environment that fosters effective working relationships. Creates a positive environment that fosters employee engagement, individual development, effective risk taking and innovation. Ensures excellence in service delivery through continuous quality improvement processes that include planning, quality monitoring, and risk management. Initiates and leads change effectively to ensure goals and objectives of functional areas are aligned with organization’s strategic direction and that results are achieved. Provides leadership in the development of new employment and labour relations systems and initiatives which respond to current and future needs of the organization. Works collaboratively with Program and Service directors/managers to align employee and labour relations program activities with the strategic plans of the organization. Builds and maintains mutually respectful, trust based, problem solving relationships with all bargaining agents. Provides on going mentorship for managers and staff supporting professional development and career development. In collaboration with the Leadership team of the HR and Organizational Effectiveness Program, analyze individual development and management development plans to identify program needs.

Qualification and Experience

The candidate should have 6 years of employment and labour relations experience in a related portfolio backed by a law degree and HR management education or equivalent. CHRP designation preferred. Must have demonstration of strong management, collaborative leadership and team building skills, superior communication, decision making, problem solving, facilitation and planning and fiscal management skills. should have demonstrated ability to establish strong relationships with leaders at all levels including union leaders and employees. Extensive experience interpreting and applying, Collective Agreements, Employment, Labour and Occupational Health and Safety Legislation including HLDAA, LRA, ESA, PSLRTA, OHSA, the Ontario Human Rights Code and Workplace Safety and Insurance Act is needed. Experience in the collective bargaining process at a leadership level and where acting as the chief spokesperson is an asset. Must have extensive experience in grievance and employment litigation including but not limited to mediation, arbitration, representation at the OLRB, WSIAT, HRT, etc. Should have extensive knowledge of and experience in alternative dispute resolution approaches.
