Director of Labor and Employee Relations The candidate will be handling grievances arising under negotiated agreements and from exempt employees; conducting personnel investigations; recommending discipline; complying with federal and state laws, and district regulations, policies, and procedures; leading in resolving employees’ 504 accommodation requests and allegations of violations of harassment/bullying; serving as a district liaison and holding meetings with union leadership; planning and providing appropriate professional development for administrative staff; leading job description development and maintenance; leading the administration of employee benefits; and providing technical assistance in review of organizational structures. The Director of Human Resources will supervise and evaluate the performance of assigned personnel to achieve smooth and efficient departmental operations and activities. The essential job duties for the respective candidate will be to assists the Assistant Superintendent/Chief Talent Officer in achieving district objectives and carrying out policies established by the Superintendent and Board of Directors to Successfully Prepare All Students for Their Future. Directs the assigned personnel functions of the district. Develops, implements, and evaluates goals and objectives as they pertain to the personnel needs of the district as directed. Establishes a climate in the Division of Human Resources conducive to appropriate conduct, performance, attitude, job satisfaction, and service orientation. Trains the leadership team in the application of collective bargaining agreements and regulations of the education code, labor code, and government code. Interprets collective bargaining agreements, memoranda of understanding, and district policies and procedures for the leadership team. Serves as the chief spokesperson in bargaining for all labor units; assists in developing and implementing collective bargaining policies. Directs the grievance/complaint resolution process; conducts investigations as necessary. Ensures compliance with labor contracts and applicable state and federal codes, statutes, and laws applicable to human resources. Supervises disciplinary processes and assures proper and timely resolution of related issues and conflicts. Trains the leadership team in progressive discipline procedures, including documentation, investigation, and report writing. Directs the development of employee/employer dismissal procedures. Chairs the liaison teams for labor groups. Develops and maintains strong working relationships with all labor groups. Takes an interest-based approach to working through issues and exhibits strong facilitation skills. Coordinates the functions of Human Resources with other departments of the district as necessary. Compiles and submits state and federal reports as required. Directs the implementation and monitoring of the affirmative action, ADA/504, and Title IX programs for staff to ensure compliance with board-adopted policies and federal and state laws and regulations. Assists with the development and presentation of in-service programs for leadership team members in the area of contract management, sexual harassment, and in conducting required workshops for personnel. Provides counseling for employees as needed. Designs and implements a system for developing, revising, and maintaining a complete file of all job descriptions in the district. Directs the development, implementation, evaluation, and adjust of a comprehensive reclassification system for classified a personnel that ensures equity and compliance with the district-adopted staffing model and approved budget. Leads the research, evaluation, and cost and benefit analysis of the various insurance programs (e.g., medical, vision, dental, long-term disability, cancer, etc.). Supervises and provides direction to staff in the district’s insurance enrollment process and all related functions in service to district employees. Follows a planned professional growth program, participates actively in local, state, and national professional associations/organizations; and studies local, state, and national guidelines for effective human resources services. Supervises and evaluates the performance of assigned personnel; interviews and selects employees and recommends transfers, reassignment, termination, and disciplinary actions; coordinates the work assignments and training of assigned personnel; reviews work to assure compliance with established standards, requirements and procedures; takes the necessary steps to ensure smooth and timely service to all employees and to prospective employees. Directs the preparation and maintenance of a variety of narrative and statistical reports, records, and files; prepares agendas and memos. Develops and implements long- and short-term plans and activities. Assures accurate and timely dissemination of information. Serves as a member of the leadership team; serves on committees such as the Superintendent’s cabinet and other committees as appropriate or assigned by immediate supervisor. Writes and revises policies and administrative regulations pertaining to assigned functions. Keeps informed of trends in communications, public relations, public education, labor relations, and other pertinent areas, such as federal, state and local laws, and district regulations, policies, and procedures.

Qualification and Experience

The candidate must have a Bachelor’s degree. Master’s degree in educational administration, business or public administration, management, human resources, employee relations, or related field. Minimum of 3 years successful experience in labor/employee relations and/or other job related occupations. Knowledge of effective human resources issues and practices, including the areas of affirmative action, equal opportunity employment, and staff diversity; job placement; staff training and development; compensation and employee benefits; employee evaluation, remediation, and discipline; labor relations, collective bargaining, and contract management; and assessment of human resources. Also Doctoral degree in related field and/or JD degree. Proven successful experience in interest-based bargaining in urban public education. Proven successful experience in human resources functions, processes, practices, and principles in an ethnically diverse public school district. Completion of courses in human resources, personnel, labor relations, and conflict resolution. Washington Multiple or Single Subject Teaching Credential. Washington District Administrative Credential is preferred.
