Profile

Human Resources Specialist, GS-0201-11/12 Duties: Applies in-depth human resources (HR) knowledge and skills to consult, guide and partner with Federal agencies to support and/or evaluate their strategic human capital (HC) and HR management and accountability efforts. Leads or participates as a team member in planning, conducting (reviewing case files, designing and administering surveys/interviews) and reporting on reviews and evaluations to agency HR operations, typically covering one or more systems of the Human Capital Accountability and Assessment Framework, i.e., strategic alignment, leadership and knowledge management, results oriented performance culture, talent, and evaluation. Assesses agency compliance with merit system principles, Federal law, and regulations. Identifies agency-wide and/or installation level systemic or operational weaknesses and recommends solutions. Conducts analysis of and reports on agency implementation of HC goals and verifies results of strategies and initiatives; evaluation of Government-wide and agency-specific issues and trends. Responds to agencies' inquiries; writes multi-faceted reports of findings, including recommended actions designed to improve effectiveness and efficiency of operations and agency policy and required actions for organizational compliance. Conducts oral briefings and/or training sessions in technical HR areas.

Qualification and Experience

Qualifications:
GS-11: Must have 1 full year of specialized experience working in HR specialties involving knowledge of and skill in applying, HRM concepts, principles, laws, regulations, and practices. Experience at this level typically involves providing HR advice to management; researching and drafting; solutions to resolve difficult HR problems; setting goals, displaying initiative toward completing assignments; experience that is equivalent to the GS-9 grade level.

Or

A Ph.D or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree or LL.M., is substitutable if the degree is related to the position being filled.

GS-12: Must have 1 full year of specialized experience that is equivalent in difficulty and complexity to work perform at the GS-11 grade level. Experience is work in two or more human resources specialties involving knowledge of, and skill in applying, a broad range of HR concepts, principles, laws, regulations. Experience must demonstrate written and oral communication skills along with customer service and consulting ability. Work at this level typically involves providing comprehensive HR advice to management in a complex, multi-mission organization; researching and developing solutions to substantive, complex HR problems; providing detailed analysis of complex HR problems, issues, or functions; and developing reports and papers to present and advocate conclusions and recommendations.
