Equal Employment Opportunity Specialist, GS-0260-09/11 Duties: Assists in developing, planning, coordinating, reviewing, monitoring, evaluating, and/or updating assigned program activities which include the Affirmative Action Plan (AAP), Federal Equal Opportunity Recruitment Program (FEORP), Special Emphasis Programs, Persons with Disabilities, and Disabled Veterans Program (HDVP); Upward Mobility Program (UMP), the Complaints Program, EEO Training Programs, etc. Provides advice and assistance to managers, supervisors, employees and applicants on EEO program policies, regulatory requirements and procedures. Counsels employees and conducts EEO complaint inquires, interviewing witnesses, gathers facts, and prepares summary of findings with recommended action. Plans, develops and conducts initial and refresher training for the workforce on EEO programs, policies procedures, etc. Participates in developing, planning and delivery of training tailored for managers and supervisors pertaining to their duties and responsibilities related to the EEO program.
Qualification and Experience
Requirements:Experience required: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Will receive credit for all qualifying experience, including volunteer experience. To qualify based on experience, resume must describe at least one year of experience which prepared to do the work in this job. One year of specialized experience equivalent to at least the next lower grade level at GS-7 that demonstrates knowledge of Federal EEO laws and Executive Orders; Federal EEO complaint process; Alternative Dispute Resolution; Affirmative Employment Program or Sexual Harassment/Assault Response Prevention. One year of specialized experience equivalent to at least the next lower grade level GS-9 that demonstrates in-depth knowledge of conducting most phases of an Equal Employment Opportunity complaint; participating in resolution activities; coordinating investigations; conducting parts of compliance reviews; assisting in monitoring the resolution of agreements; identifying data pertinent to processing and reporting Equal Employment Opportunity conducting interviews; reviewing complaints to determine acceptance or dismissal; and drafting reports and resolution letters. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service. Will be evaluated on the basis of level of competency (knowledge, skills, abilities) in the following areas: Knowledge of Equal Employment Opportunity Ability to administratively process problems related to discrimination & harassment Ability to communicate orally and in writing Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower or second lower grade (or equivalent). This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as applicable field(s) of study. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Education: GS-11 Specialized Experience: One year of specialized experience which includes knowledge of conducting most phases of an Equal Employment Opportunity complaint; participating in resolution activities; coordinating investigations; conducting parts of compliance reviews; assisting in monitoring the resolution of agreements; identifying data pertinent to processing and reporting Equal Employment Opportunity conducting interviews; reviewing complaints to determine acceptance or dismissal; and drafting reports and resolution letters. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide total months of experience by 12.
