Attorney-Advisor (Contract) Duties: Provide senior legal advisor support for all acquisition activities. Advise the Program Executive Office (PED) on all matters except labor law and military justice. Provide oral advice to contracting officers and program management personnel on pertinent issues. Provide advocacy and negotiation skills. Review complex contractual documents for legal sufficiency and compliance with applicable laws, regulations and policy. Examine legal issues raised by requests for formal opinions. Maintain current knowledge of changing statutory and regulatory guidance relating to system development, acquisition, and sustainment, as well as general developments in technology that may improve the effective delivery of legal service.
Qualification and Experience
Qualifications General Requirements: Must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD Degree). Must provide proof, dated within 4 months of application, of "active" status with a Bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. EXPERIENCE REQUIREMENTS: Must have professional legal experience in excess of 3 years that is commensurate with the duties of a senior legal advisor. Such duties include: service as chief legal counsel for acquisition programs; answer questions and furnish oral advice as to legal authority, comparative benefits and consequences of various types and forms of contracts and required determinations as it is required during all stages of an acquisition process. This experience must have given you the particular knowledge, skills, and abilities required to successfully perform the duties of this position. To be creditable, the experience must have been equivalent to the next lower pay band NH-03 (GS-13), or equivalent. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): 1. Professional knowledge of federal acquisition law (including but not limited to Systems Acquisition; Research and Development; and Facilities contracting matters and the Fiscal, Taxation, Environmental, Anti-Trust, ethics, various civil law matters and Patents, Copyright, and Technical Data Rights aspects thereof). 2. Maintenance of a current license as an attorney and counselor at law in a state or territory of the United States, the District pf Columbia, or the Commonwealth of Puerto Rico. 3. Demonstrated skill in researching legal issues raised by requests for formal opinions, the analysis of complex factual situations in light of the results of such legal research and general legal principles, and the preparation of written legal opinions and fraud remedies plans based upon such research and analysis. 4. Proven skill in effectively communicating, both orally and in writing. 5. Proven skill in using negotiation techniques to protect the Government's position in major acquisition actions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid work on the same basis as for paid experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities. To receive credit for such experience must indicate clearly the nature of the duties and responsibilities in each position held and the number of hours per week spent in such employment. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. CONDITIONS OF EMPLOYMENT: Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. Must maintain such Bar membership in at least one jurisdiction during the entire course of employment with the Air Force. FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. OTHER SIGNIFICANT FACTS: 1. Required to file an OGE Form 45, Confidential Financial Disclosure Report, upon appointment and will be required to file annually. 2. Must be currently licensed as an attorney and counselor-at-law in a state or territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico. 3. Required to maintain Continuing Legal Education (CLE) currency as established by incumbents Bar. 4.
