Senior Manager of Labor Relations Duties: Oversee labor relations programs in the areas of labor contract negotiations and contract administration, employment law compliance, grievances, serve as an advisor on labor and management issues in order to maintain efficient labor relations in support of goals and objectives. Administers grievances by monitoring the administration of disciplinary actions to union employees to ensure compliance with policies and labor agreements, act as a hearing officer in grievance appeals, reviewing settlement terms for compliance with disciplinary policies and consistency with general labor relations principles, preparing and/or presenting issues in arbitration for final resolution, advising supervisors on effective grievance administration, and overseeing the implementation of grievance settlements for compliance with settlement terms. Administers labor contracts by providing direction to staff on the proper interpretation of the provisions of labor agreements, monitoring trends in union activity related to specific provisions to determine the need to amend the language, providing training to supervision on contract terms following renegotiation of an agreement, reviewing union activity for compliance with the terms of their agreement, initiating or directing remedial action for noncompliance with the agreement, and reviewing actions for consistent application of the provisions of the applicable agreement. Serves as an advisor on labor relation issues by reviewing labor relation issues for potential problem areas, preparing reports as directed on various subjects related to the labor relations programs, working with staff or union representatives to facilitate resolution to contentious labor issues, meeting with management on an as needed basis to provide perspective on various labor relation issues under discussion. Administers collective bargaining by reviewing issues and problems that occurred during the term of an agreement to determine where changes need to be made, meeting with management staff to discuss problems or issues that need to be addressed in negotiations, preparing a draft recommendation of proposed changes to contractual language, representing the interests in mediation or interest arbitration as required, and overseeing the final preparation of the agreement for signature by the parties and distribution to all affected employees. Work in a normal office environment a majority of the time.
Qualification and Experience
Qualifications: A Bachelor’s degree or equivalent in Business Administration, Public Administration, Human Resource Management, Labor Relations, Organizational Development, Law, Psychology, Sociology, Industrial Relations, Labor Economics, or a related field. An equivalent combination of education and experience will be considered. 7+ years of experience in grievance handling, preparation and presentation of arbitration and at-the-table bargaining. Preferred: Master’s or Law degree desired. Knowledge of: Theories, principles, and practices of labor relations management. Applicable local, state, and federal laws, rules, and regulations governing public sector labor relations. Labor contract, construction, and principles of language interpretation. Negotiation strategies and table tactics. Impasse resolution procedures and options such as mediation and interest. Costing out provisions of the labor agreement to determine the overall cost of the agreement. Principles of just cause for sustaining discipline in specific situations of misconduct. Principled or interest-based process of decision making and conflict. Skills in: Advanced word processing, spreadsheet and database software. Specialized software related to functional area. Ability to: Plan, organize and manage workload pertaining to labor relations. Mediate, negotiate, and maintain effective and cooperative relationship with management and unions pertaining to labor relations. Communicate effectively orally and in writing. Interact professionally with various levels of KCATA employees and outside representatives pertaining to labor relations. Prepare comprehensive reports and correspondence. Identify and analyze problems, recommend solutions, and evaluate outcome pertaining to labor relations. Exercise judgment and creativity in making decisions pertaining to labor relations. Determine strategies to achieve goals. Compile, analyze, and interpret complex data pertaining to labor relations.
