Program Analyst - GS 11 – 13 The candidate will work in Office of Business Process Integration (OBPI), Veterans Benefits Administration (Veterans Benefits Administration) in the Modernization and Process Improvement (MPI) Division. Serves as a Program Analyst, consultant, and advisor for the office, which serves as the coordinating body and focal point for business and Information Technology (IT) integration activities, while working collaboratively with key Transformation enablers to execute transformation initiatives including the strategic transition from paper disability claims processing to a digital operating environment. Also contributes to a staff, which provides oversight and management to balance and coordinate the investment in OBPI in concert with the VA Office of Information Technology (OIT). Analyze and identify program areas that can be improved by automation, business process reengineering, information technology changes or changes in policy, make recommendations to institute improvements to current processes and implement Veterans Benefits Administration modernization and business re-engineering efforts. Work within team to develop or revise automated Veterans Benefits Administration information systems, this includes planning, analysis and requirements, specification, design, testing, training, implementation and post-implementation activities. Serve as liaison between business users and technical members of the development team to assist with Veterans Benefits Administration modernization efforts. Coordinate Veterans Benefits Administration business lines' and staff offices' efforts to develop short and long term plans to develop systems to support business processes and to develop requirements, specification, design, testing, and training documentation to provide improved services to Veterans. Conduct or participates in comprehensive program studies related to VA benefits and services; make recommendations for program changes based on study results. Provide advice and assistance relative to the input for the design of the modernized business process or automated information systems; implementation of which will enhance management and delivery of Veterans Benefits Administration's claims and benefit services provided to Veterans, their dependents and their survivors. Coordinate efforts for deployment of Veterans Benefits Administration systems; also providing executive communications for systems resiliency, in conjunction with meeting Business Line and VA OIT needs. Analyze and assess the effect of program policy on Veterans Benefits Administration program operations including compensation, pension, education, Veterans assistance and vocational rehabilitation. Perform project planning; including identifying the scope and tasks related to proposed information automation projects in order to properly plan resource requirements and duration. Perform project management and analysis tasks, and keeps assigned activities on track at all phases. Prepare documentation necessary to develop reports for all levels of management and operations and identifies the data elements needed to complete the reports. Prepare documentation necessary to develop communication with claimants and other clients and develop automated interfaces with legacy and other information systems. Compose correspondence, memoranda, reports, briefings, and other written material on a wide range of Veterans Benefits Administration subjects.
Qualification and Experience
The candidate should have following qualifications: Time-in-grade: The candidate who are/were current federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-11 position must have served 52 weeks at the GS-09 level. For a GS-12 position must have served 52 weeks at the GS-11 level. For a GS-13 position must have served 52 weeks at the GS-12 level. Specialized Experience: Must have 1 year of specialized experience equivalent to the next lower grade in the normal line of progression for the occupation in the organization. Specialized experience for the Program Analyst position is defined as work that involves the following: Comprehensive knowledge of Veterans Benefits Administration benefits, claims programs and processing requirements in order to design and develop policies and procedures associated with the establishment of a nationwide automated information processing system; knowledge of Veterans Benefits Administration management and organizational structures, systems, principles and techniques to conduct evaluative analysis related to nationwide automated information systems design; comprehensive knowledge of project management methodology, application development methodology and documentation requirements; experience applying qualitative and quantitative methods to assess program effectiveness. Specialized experience for the GS-11 Program Analyst position is defined as work that involves the following: 1 year of specialized experience at the GS-9 grade level. Specialized experience entails a working knowledge of Veterans Benefits Administration benefits, claims programs and processing requirements associated with automated information processing systems in order to interpret existing policy and regulatory guidance relative to the development and implementation of business systems; skill to plan, organize and negotiate with management to accept recommendations; knowledge of project/program related quantitative and qualitative methods to assess effectiveness; experience in preparing and conducting oral presentations. Specialized experience for the GS-12 Program Analyst position is defined as work that involves the following: 1 year of specialized experience at the GS-11 grade level. Demonstrated advanced knowledge and skill of specialized experience at the GS-11 level and comprehensive knowledge of Veterans Benefits Administration management and organizational structures, systems, principles, and techniques to conduct evaluative analysis related to nationwide automated information processing systems design; experience applying qualitative and quantitative methods to assess program effectiveness; skill to plan, organize and direct team work and to negotiate with management and contractors to accept and implement recommendations. Specialized experience for the GS-13 Program Analyst position is defined as work that involves the following: 1 year of specialized experience at the GS-12 grade level. A working knowledge of analyzing specifications of agency information systems, this includes planning, specification, design, testing, training and implementation of existing operations and activities; demonstrated knowledge of project planning and program policy assessment; identify areas for the improvement of program effectiveness or the improvement of automated information processes/systems; extensive experience in an appeals team environment; Expert experience in reviewing policies and procedures to determine the impact of field operations or conducting evaluative studies of Veterans Benefits Administration field offices to determine field strengths, weaknesses and best practices. Analytical experience with interrelated issues of effectiveness, efficiency and productivity of substantive mission oriented programs and/or develop criteria for evaluating the effectiveness of program(s). OR Education Substitution: Education may be substituted for specialized experience at the GS-11 grade level only. Such education must demonstrate the knowledge, skills and abilities necessary to do the work. GS-11: PhD. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. OR May also combine education and experience to qualify at the GS-11 level. To calculate, first identify the percentage of required education have earned. When substituting can use graduate level education have earned beyond a Master's Degree (or first 2 years of graduate study). There is no educational substitution for the GS-12 or GS-13 levels. Should have knowledge of development and dissemination of tactical communication strategies and best practices. Ability: Ability to plan, organize and prioritize multiple tasks simultaneously and meet deadlines in a fast-paced environment with attention to detail. Ability to build and maintain relationships that advance the Organization's focus on strategic partnerships. Ability to interact and cooperate with all employees, partners, and other stakeholders of various backgrounds and positions. Ability to represent the organization in a professional manner in-person, in writing and in virtual environments.
