Investigator - Title IX Duties: Reporting directly to the Title IX Officer/Director of the Office for Sexual and Gender-Based Dispute Resolution (ODR) with a dotted line report to the Lead Investigator. Conducts investigations, handles informal resolutions and is available to answer questions as a member of the ODR and also plays a lead role in meeting the University’s training and education obligations under Title IX, VAWA, and other federal or state civil rights laws. With case-related guidance from the Lead Investigator, will responsible for caseload, partnering with school designees throughout the investigative process, conducting legally sufficient investigations, meeting established timelines and treating all constituents engaged in the complaint process with sensitivity and neutrality. Responsible for own complaint case load, in consultation with Lead Investigator where necessary, and performs related duties such as: case evaluation, processing administrative closures as determined by the Title IX Officer/Director, coordination with school/unit designees, conducting witness interviews, identifying other evidence, timely communication with parties, evaluating evidence and conducting legal analysis to reach a determination, draft and issue written reports. Process requests for informal resolutions and being available to speak with members of the University community that have questions about protections under the University policy and related procedures. Develops and conducts trainings, with an emphasis on a train the trainer approach, whenever appropriate. Responsible for planning and overseeing Title IX/VAWA trainings conducted by the Title IX/ODR office staff. Partners other offices, schools and units to develop an effective and sustainable education program. Assists the Title IX Officer in carrying out other Title IX/VAWA response and prevention responsibilities for the University, including but not limited to data collection, trend analysis, and community outreach.
Qualification and Experience
Qualifications: BA degree required. J.D. degree highly preferred; additional advanced degree in psychology, criminal justice or related fields is desired. Either: (a) 7 years-experience conducting civil rights investigations in the education arena, or (b) 5+ years -experience conducting civil rights investigations in the education arena plus at least three additional years of experience practicing law in a related field. Experience conducting civil rights investigations in the education arena must include the following demonstrated skills, knowledge and expertise: expertise in conducting sensitive and confidential investigations; expert level knowledge of federal civil rights laws including case law and agency interpretation; demonstrated skill in party and witness interview and investigation techniques; conducting complex legal analysis and reaching legally sound determinations; producing high quality written work products. Demonstrated ability to exercise high-level of discretion and good judgment, and ability to quickly establish credibility with a broad range of constituents, including faculty, staff, students, law enforcement and others. Ability to handle confidential information, including information from individuals who may be experiencing distress, with the utmost discretion and sensitivity. Familiarity with other federal statutes important to secondary education (e.g., VAWA, Clery Act, FERPA) strongly preferred. Experience in the higher education environment interacting on student life issues with students and administration a plus. Deadline: June 30, 2016
