Chief Human Resources Officer Duties: Provides strategic leadership for human resources activities throughout Massachusetts College of Art and Design; one of the nine state universities, including labor relations; employee relations; employment policies, practices and procedures; staff development and training; compensation and benefits management and processing. Reports to the Associate Vice President of Administration and supervises subordinate professional, classified and student employees as assigned. Plan, organize, and implement all human resources, compensation, and benefit policies and procedures for the College. Administer classified and professional collective bargaining agreements and non-unit staff policies and procedures. Serve as the grievance hearing officer in accordance with each collective bargaining agreement. Assist Academic Affairs with faculty collective bargaining matters as appropriate. Work with supervisors and managers to resolve employee relations issues. Plan, implement and enforce procedures for recruitment, screening, and orientation of new employees. Ensure training and development needs are identified and programs initiated. Direct and maintain various activities designed to promote and maintain a high level of employee morale. Represent the College at various administrative hearings and conferences in matters involving complaints filed with MCAD, EEOC, and OCR. Ensure compliance with State and Federal laws including the FLSA, Title IX, Department of Labor and immigration rules and regulations. Serves as liaison between the College and its attorneys and any parties involved with claims filed against the College. Oversee compliance with the Commonwealth’s conflict of interest law, ch. 268A. Serve on committees as needed. Oversee preparation of all personnel requests for internal and external use. Manages Human Resources budget line items. Accountable for ensuring that affirmative action, equal opportunity and diversity are integrally tied to all actions and decisions that fall within the human resources’ responsibilities within the scope of the Affirmative Action/Equal Opportunity/Diversity Plan. Qualification and Experience
Qualifications: Bachelor’s degree. 10+ years of experience in areas of human resources, training, compensation and benefits administration, with at least 5 of those years in leadership. 5+ years of experience in labor relations/collective bargaining contract administration. Ability to effectively communicate all policies and procedures to College employees and departments. Excellent facilitator who is experienced in resolving conflicts between different parties. Knowledge of automated HRIS systems. Knowledge of and familiarity with staff development programs. Professional competence as an administrator as evidenced by professional growth and recognition thereof by professional colleagues. Knowledge of higher education principles, practices, and procedures. Preferred: Master’s Degree in related field or law degree.
