Caregiver Education And Training Administrator Duties: Directly supervise the Child Welfare Training Managers. Work within competency-based education and training system as the framework for identifying and implementing learning opportunities for licensed and relative caregivers. Coordinate and oversee education, training and coaching activities statewide for caregivers. Assure competencies are delivered through use of common curriculum. Prepare teaching materials and adapt instructional materials from accepted professional and educational sources. Plan, develop, implement and coordinate in regional and statewide education, training, or coaching teams. Study and review state of the art informational materials concerning best practices, new learning methods and techniques. Assist in the development of annual statewide plans. Assist in developing and providing feedback on curricula, including various versions and forms of delivery. Facilitate education, training, or coaching logistics when needed. Participate and collect evaluation and outcome data. Utilize data analysis to increase effectiveness of training delivery process. Creating monthly and quarterly reports and maintaining training records, including attendance records and evaluations of all foster parents and other caregiver training. Participate and complete coach/instructor professional development program. Conducting needs assessment through participation at statewide 1624 meetings and recruitment and retention meetings, through communication with DLR administrators, CA staff, Foster parent liaison, caregivers and community partners. Communicating with foster parents, other caregivers, foster parent organizations and private agencies regarding training needs in the community. Formulate, direct and coordinate marketing activities and policies to promote trainings and services, working with advertising and promotion managers. Collaborate with contracted Recruitment and Retention Agencies regarding caregiver training needs. Create marketing and distribution strategies to effectively and efficiently deliver trainings that meet caregiver needs and maximize training outputs. Other duties as needed or assigned.
Qualification and Experience
REQUIREMENTS: A Master's degree in social work, a health or social science, public administration or a related field, or a JD Degree; and 2 years of professional experience in planning, administering, developing, or delivering public child welfare. At least four years of professional experience. Additional qualifying experience will substitute year for year for the required education. Ability to develop, support, and evaluate staff performance. Ability to implement program principles, building and sustaining programs and practices, and building relationships with external and internal colleagues. Ability to apply federal and state child welfare laws and regulations, department and state agency fiscal policy and procedures, agency values and mission, Children's Administration reform plan mandates, statewide policies and procedures to maintain program consistency, best practice initiatives and strength-based family practices as well as cooperatively developed protocols, and understanding local community resources. Knowledge of child welfare, including the present system and national issues and practice standards. Demonstrated knowledge and experience working with programs that address child safety, permanency, and wellbeing. Demonstrable working understanding of safety and risk assessment, family preservation, principles of family-centered and child-focused practice, and principle and strategies for family engagement. Knowledge of personnel rules and human resource techniques as it relates to employee development and performance management, to include setting standards/expectation, performance planning and evaluations, as well as supervisory and managerial skills. Knowledge of conflict management and related crisis techniques in an environment where flexibility of schedule is essential, using good assessment skills and quick response, and where there may be high volume and stress. Expertise in building and maintaining relationships with clients, staff and community partners; modeling and mentoring professional interactions and sharing constructive feedback leading to desired programmatic results and better outcomes for children and families. Ability to provide social work coaching/mentoring models and training curriculum. Knowledge of the principles and theory of adult learning. Knowledge of training presentation methodologies and techniques. Knowledge of CA program areas and in-depth understanding of all CA program areas including child protection services, child welfare services, family reconciliation services, intake, foster home licensing requirements and Division of Licensed Resources policies and procedures. Knowledge of current child welfare procedures, current practice issues and accepted practice standards Research methodologies. Knowledge of current research and professional literature related to Child Welfare. Knowledge of: 1) Principles of adult education or professional development, 2) Child welfare policies, regulation, standards and best practices in one or more of the following areas: child welfare, child protective services, permanency, licensing and family preservation, 3) Principles of Solution Focused Management, 4) Must demonstrate aptitude for working in a team environment, transfer of learning into practice, performance coaching and developing strong interpersonal relationships. Ability to: Present knowledge and skill-based content to adults, facilitate group discussion, respond to question and feedback. Apply research to training and coaching practice Work both independently and cooperatively with managers, supervisors and field staff to achieve organizational goals. Effectively coach/mentor field staff in such a way that their effectiveness in working with families is increased. Train mentoring/coaching model to new coaches/trainers. Manage multiple projects. Conceive, plan and coordinate programs. Maintain and use tracking and monitoring systems. Compile, evaluate and organize data into reports and policies. Interpret results of program evaluations and research and apply them towards improved program outcomes. Write and direct the preparation of clear and effective reports and other documents. Make reasonable judgments in a complex organizational environment.
