Program Specialist –Education, GS-0301-09/11 Duties: The candidate will serve the Director of Medical Education in the systematic planning, implementation, administration, integration, coordination and evaluation of the Academic Affiliations and other programs impacting health professions trainees within the Portland VA Health Care System (VAPORHCS). The populations served are separated into several domains; physician resident, dental resident, optometry resident, all associated faculty supervisors and all training program directors, and service level program coordinators. In each domain, the incumbent is directly responsible for establishing and maintaining systems for tracking compliance with mandatory requirements that pertain to the health profession trainee's education. These responsibilities have broad impact on compliance with national regulations and federal law pertinent to health care trainees. Must be mindful of the regulatory controls from a wide range of organizations such as Association of American Medical College (AAMC), Joint Commission on Accreditation of Healthcare Organizations (JCAHO), and Occupational Safety Health Administration (OSHA). Direct responsibility for the VA Central Office (VACO) allocation of a multimillion dollar budget reflecting the training and related duties of hundreds of trainees across the medical center through the Office of Academic Affiliations (OAA), medical center wide mandatory training requirements and ultimately on the quality of patient care through our academic affiliations.
Qualification and Experience
Qualifications: GS 9: Must have 1 year of pqe that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of this position. Or A master's degree or equivalent graduate degree. Or Two full years of progressively higher level graduate education leading to such a degree. Or A related LL.B or J.D, can be substituted for specialized experience. Combination of Specialized Experience: A combination of specialized experience as described above and more than one year of graduate education as described in Substitution Experience which totals at least one year. To compute, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. The total percentage must equal at least 100% to qualify. GS 11: Must have 1 year of pqe that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of this position. Or A Ph.D. or equivalent doctoral degree. Or Completed three full years of graduate education leading to such degree. Or A LL.M. in a field related to this position. Combination of Specialized Experience: A combination of specialized experience as described above and more than one year of graduate education as described in Substitution Experience which totals at least one year. To compute, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages.
