Profile

Vice President of Human Resources Duties: Serves on the Administrative Cabinet of the President. Responsible for oversight of the delivery of human resources services and programs to the University community, including leadership of human resources policies and procedures, compliance, labor relations, employee benefits, recruitment and selection, EEO and diversity, compensation and classification, performance management, training and professional development, HR systems, and record keeping. Responsible for providing effective employment-related services to a large and diverse workforce with multiple locations. Will champion a strategic and broad mandate for human resources. Responsible for providing strategic direction and transformational leadership for the provision of effective human resource practices and policies. Working closely with senior administrators and executives, will provide strong change management leadership and direction, while proactively building and fostering positive and collaborative relations with all levels of management and staff within the university as well as with key stakeholders including government, other institutions and the broader community. Will oversee the University’s negotiation of any locally-negotiated labor contracts, is the primary representative of the University in developing and maintaining productive relationships with the leadership of the various bargaining units that represent University employees, and plays an important role in regard to related statewide negotiations. Development and execution of general human resources strategies and plans; engaging in visionary and strategic exploration of new HR strategies and practices, staying current with changing HR systems and technologies, and keeping informed through publications and involvement in professional organizations. Providing strategic and tactical guidance, advice, and support to Senior Management including recommendations regarding critical matters pertaining to the delivery of Human Resources services; consultation with senior administrators to troubleshoot and resolve issues and problems; consultation with departmental leadership on complex or sensitive personnel matters; identifying issues and options to support executive decision making. Managing the daily operations and activities of the department; delivery of all human resources services to all Rowan University campuses and locations; general leadership, supervision and direction of HR organizational units, to include the full range of operational, service, and project related activities carried out by the department in support of the University’s mission; monitoring and evaluating the efficiency of service delivery methods. Ensuring University compliance with established employment laws and regulations; maintaining current knowledge of laws, codes, regulations, and pending legislature related to human resources activities and modifying policies, programs, functions, and procedures to assure compliance with local, state, and federal requirements; developing and implementing appropriate policies and guidelines required to ensure equity and compliance with statutory obligations; establishing and implementing internal controls and auditing procedures for human resources. Directly managing or assisting in the management of special projects and initiatives that impact HR service delivery, including defining project scope, detailing specific project plans and schedules, investigating potential approaches or methods to achieve defined outcomes, and leading or facilitating project teams or working groups to maximize organizational effectiveness, collaboration and efficiency; assistance in planning the allocation of resources; preparing and providing reports to executive management as requested related to a variety of human resources related data. Serving as a lead advisor of the documentation and activities related to employee discipline, counseling, and other corrective action; conducting investigations as required; providing leadership in developing consistent employee relations standards and solutions for all employees; serving as a lead advisor on employment related issues, policies and college compliance requirements; overseeing processes related to mediation, arbitration, and employment related claims or litigation. Ensuring that Human Resources is providing appropriately supportive service to the University community; building strong relationships with senior leaders, faculty and administrators to develop and implement HR programs, policies, and procedures to ensure that HR service objectives in support of the University’s mission are consistently supported and achieved, to include workforce planning and development strategies; serving as an active participant in HR planning and strategy discussions and design of service delivery approaches. Oversee any locally-negotiated labor contracts, developing and maintaining productive relationships with the leadership of the various University bargaining units, representing the University with respect to statewide negotiations, and working with University leadership on labor-management issues as they arise. Oversee and coordinate professional training programs for the administration, faculty and staff on pertinent HR or employment issues such as managerial or job skills, performance objectives; HR policies and related legal issues or compliance; or other important topics such as customer service, etc. Establish and maintain membership in appropriate professional organizations related to the Human Resource function; keep informed of current developments, laws and issues of importance through attendance of meetings and ongoing educational seminars; advise University community of pertinent changes and best practices.

Qualification and Experience

Qualifications: Master’s Degree. 7 years of progressive leadership experience in Human Resources. Preferred: JD Degree or terminal degree in human resources management, public administration, or related field. Higher education and/or experience in a large unionized environment. Experience with Civil Service environment. Leadership competencies such as strategic agility, interpersonal savvy, business acumen, decision quality, process management, problem solving, with demonstrated experience and commitment to equity, diversity, and inclusiveness. Demonstrated experience leading human resource related functions in a complex environment with knowledge of current trends and emergent practices. Capability to guide campus administration on anticipated and current personnel needs, and to address issues due to programmatic or organizational changes, turnover or reassignment of duties. Interpersonal and problem-solving skills with a proven track record of developing and maintaining effective working relationships with a wide range of employee constituents Experience in a senior management and leadership position in human resources. Ability to bring research and insights on industry best practices and provide recommendations to the University. Knowledge and experience in the effective use of HR information systems. Excellent written and verbal communication skills.
