Division Chief - Corporate Division The candidate will work for department: City Attorney. Will be a part of the Colorado Springs City Attorney's Office (Corporate Division) and will lead a team of division attorneys primarily dedicated to the legal needs of the City. The attorney's duties will include supervising five (5) legal counsel in the City Attorney's Office - Corporate Division; acting as legislative counsel to City Council; providing appropriate legal advice to the Mayor, City Council, and various boards, commissions, departments, and enterprises; issuing or reviewing legal opinions; reviewing and overseeing the drafting and negotiations of contracts and construction contracts providing formal and informal legal advice to the executive staff of the City on all applicable laws and regulations; responding to requests for public records; communicating with the public on occasion; and other matters as assigned. Will report to the Deputy Attorney, who is generally responsible for all operational matters for the City Attorney and who in turn reports directly to the City Attorney. Will be part of the City Attorney's Office Corporate Division. In this position, will provide general transactional and advisory legal services for the City. Duties will include providing legal advice and drafting services to Council and various boards, commissions, departments, and enterprises. Other job duties will include issuing or reviewing legal opinions, overseeing the drafting and negotiations of contracts, drafting Ordinances and Resolutions, analyzing Charter and Code provisions, providing legislative counsel services to Council and the executive staff of the City on all applicable laws and regulations, and communicating with the public on occasion. Will also perform duties and responsibilities as may be assigned by the City Attorney and Deputy Attorney. Support attorneys in other Divisions on projects and assignments related to the organization.
Qualification and Experience
The candidate should have a J.D. (Juris Doctor) or LLB (Bachelor's of Law) from an ABA (American Bar Association) accredited law school. Should have 10 years of demonstrated legal experience in the area of law covered by the Division. Within the past five years, must also have 3 years of continual corporate experience. Finally, will have admission to the Colorado Bar as an attorney in good standing. Experience: Experience with a Colorado governmental entity. Experience advising a city council or other legislative/advisory board. Experience with the Colorado Open Records Act. Experience managing or supervising the work of other attorneys, paralegals, and project managers. Experience mentoring other attorneys. This position requires knowledge of substantive law; use of an electronic case management system; ability to analyze, interpret, and apply legal principles, facts, evidence, and legal precedent; computer proficiency. Must have superior oral and written communication skills; superior research, interpersonal, and collaboration skills; and the ability to work as a successful member of a team of attorneys representing the City in all its functions.
