Profile

Financial Subject Matter Expert Candidate will provide SME services focused on the InTC’s operational initiatives in accordance with the InTC’s mission objectives and specific requirements. Conduct objective evaluation of financial and budgetary data related to the FBI’s insider threat program. Conduct objective analysis of fiduciary risk to the FBI and its critical assets to formulate risk assessments. Perform analytical and critical thinking. Perform quality control of processes and products produced. Write clear, concise and timely program management, memoranda of understanding and other products that identify, analyze and collate disparate pieces of information. Make accurate observations and judgments. Assist in the formulation of business strategies and administrative processes. Assist in the development of administrative and organizational policies. Develop business and information technology requirements. Provide subject matter support to the oversight of information technology procurements and contracts. Provide auditing and budgetary analysis support including the advanced mathematical calculations, manipulations and reasoning. Organize, oversee and develop program management oversight processes and methodologies. Write, interpret and analyze technical documentation related to information technology. Compare and contrast information from different sources. Prepare, produce, and disseminate both scheduled and unscheduled products, such as: Briefings, studies, estimates, and assessments memoranda. Promote and coordinate, where applicable, the sharing of information. Represent activity in working groups (both internal and external) and committees as substantive authority in subject area. Perform long-range planning in support of existing and projected organizational mission requirements. Make assessments as to overall resource capability to answer existing/projected requirements, and identify resource shortfalls.

Qualification and Experience

Candidate should have MBA or JD degree. Multiple advanced degrees are preferred. Certification as a Project Management Professional is required. Certification as a Certified Public Accountant is preferred. Multiple certifications are preferred. Should have 20+ years of prior experience and knowledge of budget execution and formulation; extensive knowledge of government-wide budget and legislative policy and procedures; extensive knowledge and experience in the procurement of information technology equipment and services. Extensive working knowledge of methodology, policies and knowledge of the FBI’s mission and processes; extensive knowledge of the FBI’s financial management processes and systems; and extensive knowledge of the FBI’s budget formulation and execution process are preferred. Experience with FBI systems is preferred. Extensive knowledge of FBI policies, procedures and protocols is preferred.
