Senior Manager - Program/Project Responsibilities: Assist the client with developing and evaluating acquisition strategies, perform related analyses and develop and review related documentation, and provide defense systems acquisition expertise in support of developing, acquiring, and fielding of Navy C4I systems. Provide support to our Navy client in systems acquisition program and acquisition management planning, develop acquisition-related guidance, and recommend policy to the client. Serve as a developer of program acquisition information for programs of record and review acquisition program information submitted as part of a program's milestone decision package and other program reviews. Perform milestone review planning and analysis and research and implement all higher echelon guidance and mandates defined in DoD and Navy 5000 document series and JCS 3170 and 6212 documents. Monitor and report program office compliance with DoD and PEO C4I acquisition processes, procedures, and policies. Acts as technical lead on one or more tasks, conducting and overseeing quality assurance on major delilverables. Manages the evaluation of implications/risks on existing or proposed projects, programs, processes, and policies/laws and implements improvements. Manages customer interactions and expectations. Reports on program status to clients and SRA leadership; Attends to staffing needs, such as interviewing, rewards & recognition, mentoring, and conflict resolution. Oversees the initiating and planning of program/project activities, and performs professional or technical work related to program management. Manages the execution effort by controlling scope, budget, schedule, quality, risk, customer satisfaction in accordance with the contract requirements. Acts as a mentor to junior Project Managers. Provides leadership of task order proposals for new/follow-on work under a program; Provides significant support for proposal/pricing development for related new business; may serve as capture manager.

Qualification and Experience

Qualifications: BA or BS degree required. MA, MS, MBA, or JD degree. DAWIA, PMP, or other program management certifications. 5+ years of experience with Defense Acquisition Systems. Experience with Microsoft Office Suite. Knowledge of DoD 5000 policies and documents, including acquisition strategies, acquisition plans, acquisition program baselines, and the Clinger-Cohen Act. Secret clearance required. Experience with risk management. Knowledge of Federal Acquisition Regulations (FAR) and DFARS. Knowledge of CJCS JCIDS documents. Excellent oral and written communication skills. Possession of excellent organizational skills.
