Associate Vice Chancellor, Office of Equity and Diversity Duties: Reports to the Vice Chancellor. Create and maintain an atmosphere within the University community that seeks and supports diversity and inclusion in all aspects of University life. Directs and manages the Office of Equity and Diversity (OED), which fulfills the compliance function required of all educational entities with regard to various legal mandates set out by state and federal law and regulation as they relate to faculty, staff, and students. Working with the hiring process for all University departments, handling internal campus complaints of discrimination, serving as the UT, Knoxville Title VI, Title IX, and ADA coordinators, and assists with the development of the Affirmative Action Plan. As a participant in policy discussions regarding equity and diversity, employee relations, and student conduct, will work with faculty, staff, students, and other administrators (includes Cabinet level administration), academic deans, Office of the General Counsel, and various faculty and staff advisory committees. Keeps abreast of all changes and modifications to the legally mandated state and federal programs and serves as a liaison for UT, Knoxville with various enforcement agencies. Serve as a critical member of the Vice Chancellor’s leadership team and support efforts to accomplish the Office’s mission. Direct the Office of Equity and Diversity (OED), including supervision of three exempt administrative employees and two non-exempt employees. Develop and manage annual budgets for the office. Collaborate with other units (e.g., Human Resources, Student Life, Campus Police, etc.) to direct policy, procedural, or legal compliance issues to appropriate existing channels for investigation and resolution. Assist with development of the Affirmative Action Plan, and maintain and monitor the plan. Write the System Title IX plan (required by the State of Tennessee). Ensure compliance with established affirmative action hiring guidelines through review and approval of applicant pools, search committee procedures, and hiring requests. Investigate, process, and resolve equal opportunity and affirmative action complaints and grievances filed by employees, applicants for employment, or students. Investigate, process, and make recommendations concerning the resolution of sexual harassment grievances filed by employees, applicants for employment, or students. Review University practices related to hiring, training, transfer, and promotion of faculty and staff; and make recommendations for corrective action. Oversee the implementation and evaluation of the equal employment opportunity (EEO) and affirmative action program plans. Provide overall institutional coordination of Title IX efforts. This includes oversight for all sexual misconduct issues, sexual harassment issues, review and coordination of student sexual misconduct issues, and maintaining a Title IX log in addition to assessing the University’s compliance with the Violence Against Women’s Act (VAWA) and Campus Sexual Violence Elimination (SaVE) Act requirements. Provides or recommends training to Deputy Title IX Coordinators, responsible employees, investigators, and other campus officials with Title IX responsibilities. Work with the Office of Research to provide required and updated information for “assurances of compliance†for all research grants and contracts. Ensure that requests for workplace accommodations from employees with a disability are assessed and addressed in a timely manner. Work closely with the Office of Disability Services and Facilities Services to identify campus access issues and/or barriers and determine appropriate barrier removal. Prepare reports required by The University of Tennessee System, and state and federal monitoring agencies. Consult with and advise vice chancellors, deans, chairs, and directors to ensure compliance with the University’s Affirmative Action and Equal Opportunity Plan, state and federal laws and guidelines, and UT System policies and procedures. Direct the administration of the executive exempt/upper level search initiatives, and monitors compliance with the executive exempt/upper level search guidelines. Provide oversight of OED staff with access to IRIS and Taleo to review non-approved job requisitions and hiring authorizations. Access IRIS and Taleo to review and approve or reject payroll and other transactions and authorize procurement card statements after evaluation for approval. Identify and implement a robust reporting management system. Consult with University Office of the General Counsel relative to laws and regulations in employment complaints or alleged violations. Report, periodically on the progress of UT, Knoxville’s Affirmative Action Plan to the academic deans and the Chancellor’s Cabinet. Serves as the liaison for UT Knoxville with various enforcement agencies as the designated Title VI Coordinator, Title IX Coordinator, EEO/Affirmative Action Coordinator and ADA Coordinator. Provide counsel to the Vice Chancellor for Diversity on issues of diversity, equal opportunity and affirmative action, including campus climate; recruitment, retention, and development of staff; and achievement or lack thereof concerning goals and policy compliance relative to staff and student profiles. Work with OED staff to develop and conduct training and information sessions related to the compliance aspects of diversity (e.g., Title IX, search procedures, ADA, etc.). Work with the OVCD leadership team to identify and coordinate opportunities for students, faculty, and staff to enhance their knowledge of equity, diversity, and inclusion. Serve on internal and external committees. Serve in the absence of the Vice Chancellor for Diversity. Related to the operations and priorities of the OVCD.
Qualification and Experience
Qualifications: A Master’s/professional degree. 8+ years of progressive experience in affirmative action, equal employment opportunity compliance, employee relations/human resources, or ADA compliance coordination. Preferred J.D. Degree or other terminal degree. 10+ years of progressive experience performing affirmative action, equal employment opportunity compliance, and/or ADA compliance coordination at a research-intensive higher education institution or comparable organization. Knowledge of state and federal laws applicable to equity and diversity and employee relations. Ability to effectively collect, analyze, evaluate, and prepare statistical data. Ability to maintain confidentiality. Ability to work effectively with individuals from all levels of staff, faculty, students, and external stakeholders across a large, complex, institutional structure. Experience working effectively with individuals from diverse and marginalized communities, including specific experience with people of color; people with both visible and invisible disabilities; women; people of various gender and sexual identities and expressions. Ability to interpret policy and develop programs that enhance an understanding of university goals and objectives. Ability to effectively manage multiple tasks simultaneously. Demonstrated excellent and efficient writing, editing, organizational, and presentation skills.
