Compliance Manager The candidate will develop and promote the Company’s policy statement relating to small businesses such as small business, small disadvantaged business, women-owned small business, veteran-owned small business, and service-disabled veteran-owned small business concerns. Should manage the Company’s small business webpage and act as the point of contact for small business queries relating to pre-qualification applications and contract/bidding submissions. Conduct assurance reviews of subcontract files for compliance with applicable subcontracting requirements. Develop and implement training or workshops for internal business units as well as third party applicants in relation to supply chain management systems as well as the small business program. Manage the timely filing of reports to government / agencies under contract reporting laws and regulations, including, federal subcontracting reporting, DOD Man Power Reporting, and Amtrak manpower reporting Monitor state and local DBE reporting. Where applicable, ensure that the Company obtains proper documentation of a firm’s small business status. Coordinate responses to and interface with auditors on CPSR and/or PCS audits by DCMA / DCAA and other federal auditing authorities. Interact with business stakeholders in order to assure that business needs and compliance requirements are aligned. Develop and create procedures, processes and/or training in order to mitigate identified areas of compliance risk.
Qualification and Experience
The candidate should have Bachelor’s degree in accounting, finance, law or other relevant discipline with 5+ years of professional experience in management of government or commercial contract compliance, business ethics or similar regulatory compliance matter, including coordination of government compliance reviews of the supply chain. Should have experience in a SBLO-type position either in government or industry strongly preferred. Knowledge of FAR, CAS and/or State and local procurement requirements strongly preferred. Experience in conducting in-person training and webinars on regulatory requirements and company compliance policies. Experience in Engineering and/or the Construction sectors strongly preferred. Ability to work as a team member and collaborate with others within the department. Must have excellent communications and organizational skills. Ability to handle fast-paced environment with time-sensitive workloads.
