Investigative Site Contracts Specialist / Senior Manager The candidate provides input into and supports global clinical site budgeting process and negotiation. Collaborates and supports company Outsourcing Leads and CRO colleagues on the negotiation ex-US site budgets and ancillary documents. Applies and understands benchmark cost data, relationships and trends to real world situations. Participates as the sourcing operations resource in various initiatives involving site contracting, payments or budgets. Supports the development and delivery of site budgeting process training documentation. Partners with Legal and other divisions to manage escalations in the site budgeting space. Partners with Legal, Finance, CRO and other divisions to identify and implement areas of improvement in the site budgeting space. Collaborates with invoicing specialists and/or invoice service provider to ensure alignment with Investigative Site contracting and compensation requirements. Applies acquired job skills and procedures to complete substantive assignments, projects and tasks of moderate scope and complexity in applicable discipline. Contributes to or may lead/co-lead design, development and implementation of major business initiatives or special projects. Applies technical skills and discipline knowledge to contribute to achievement of business objectives at GPD or WSR Functional Line level – e.g., WSR Worldwide Safety, WSR Worldwide Regulatory Operations, GPD Clinical Development and Operations, etc. Understands and applies the principals of Fair Market Value when reviewing and discussing site and investigator compensation on a global basis. Assists in review and comment of relevant SOP around site budget development, site budget negotiation, contingent cost coverage and patient compensation. Manages and supports escalations of site budget requests in coordination with site contracting. Suggests and considers contractual language and proposed changes to standard contract language within guidelines provided by the Legal Division, Sourcing Operations. Assists in the delivery of training to Colleagues and Clinical Research Organizations relative to investigative site budgeting. Understands and utilizes novel tools to evaluate options, negotiate costs and recommend optimal value-added solutions, when applicable. Demonstrates advanced understanding of global clinical trial budget requirements and nuances. Responsible for contributing to the development and adhering to specific clinical site agreement and related metrics on behalf of the CoE and in support of the above Divisions. Responsible for collaborating with company Legal to ensure Investigative Site contracting templates are maintained and continuously improved. Maintains strong business awareness, evaluating current and possible future policies, practices (including governmental acts and policies), trends, technology, and information potentially affecting Investigative Site Contracting.

Qualification and Experience

The candidate should have an advanced degree (J.D., MBA or other graduate degree), professional qualification, or extensive experience in clinical development operations or clinical trial outsourcing. Must have 5+ years of experience with investigator budgets and negotiation principles, practices, processes, and activities. Balance of general business, compliance, finance, legal, and drug development experience is essential. Solid understanding of core business processes and legal/policy requirements to support Investigative Site contracting is needed. Should also have a solid understanding of application of benchmark data to site budget development and negotiation and being able to understand and explain the statistical significance of the requests. Proficiency with MS Office applications (Word/PPT) required. Expert level knowledge of MS Excel essential. Experience with Ariba Contract Workbench preferred. Experience with benchmarking tools (Grant Plan / Grants Manager) recommended.
