Contract Specialist (ACQ EHA) - GS-1102-07/07 The candidate performs developmental and/or recurring assignments in support of a local installation or in a centralized procurement activity. Procures supplies or services primarily through formal advertising. Performs acquisition planning of goods and services necessary for efficient operation of the organization. Conducts market research and provides sound information in developing acquisition strategy. Meets with commercial representative to discuss procurement needs, quality of terms or services, current market prices, or delivery schedules. Performs simplifies and complex contracting for procurement of goods and services thru the use of federal acquisitions (FAR) and supplements. Analyzes price proposals, financial reports, and other data and information to determine reasonable prices. Administers contracts with suppliers, vendors, and government representatives. Evaluates and monitors contract performance to determine need for changes and to ensure compliance with contract obligations, Confers with personnel, user, and vendors to discuss defective or unacceptable goods or services and determines corrective action. Process requirements using FAR, Departmental, MAJCOM and local procedures. Determines adequacy and completeness of description, which involves research of various manuals and catalogs, or discussions with manufacturer’s representatives or requisitioning sources to identify and initiate any corrective actions required. Develop, prepare, and present terms and conditions in bids or proposals related to the award of contracts. Select clauses to cover special terms and conditions, such as inspection and acceptance, marking and packaging, quantity variation, price differential, or transportation costs. Negotiate and award contracts, contract modifications, and/or subcontracts. Performs source selection, evaluates bids, quotes, or proposals for compliance with specifications or purchase descriptions and applicable clauses. Considers financial responsibility of suppliers by evaluating contract performance on previous contracts. Analyzes proposed prices or costs, including such aspects as evaluating technical and audit reports, forecasting price trends, evaluating economic factors, estimating production efficiencies, and evaluating methods of allocating costs through various types of overhead to include general and administrative. Draft final contract including specifications, packing and shipping requirements, inspection instructions, and all other special and standard clauses. Performs other assignments of similar difficulty that have been selected with a view of developing advanced skills, e.g., administering the negotiated and formally advertised contracts assigned; monitoring progress of contractors; preparing change orders; participating with higher graded specialists in the procurement of technical items using the formal advertised method where the items are manufactured to special specifications and are complicated by restricted price bidding, special processing, or packing and packaging specifications. Coordinates contracting activities with other Government agencies having interrelated requirements, e.g., obtaining wage rate information from the Department of Labor, requesting audit reports or pre-award surveys from Defense Contract Audit Agency or Defense Contract Administration, obtaining clearances from the Small Business Administration, and advertising work to be contracted in the Commerce Business Daily of the Department of Commerce.

Qualification and Experience

The candidate should have meet one of the following qualifications: Must have completed a 4 year course of study leading to a bachelor’s degree with a major in any field, which includes at least 24 semester hours in business related course work in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management etc. Degree must be from an accredited institution and must have documented Superior Academic Achievement (SAA) at the undergraduate level qualifying for the GS-07 in one of the following below: Class Standing - upper 1/3 percent of the graduating class based on completed courses in the college, university, or major subdivision; Grade Point Average - 2.95 or higher out of a possible 4.0 as recorded on official transcript or as computed based on 4 years of education or as computed based on courses completed during the final 2 years of curriculum; OR 3.45 or higher out of a possible 4.0 based on the average of the required courses completed in major field or the required courses in major field completed during the final 2 years of curriculum. Election to membership in a national scholastic honor society (note: freshman honor society cannot be used to meet the requirements of this position) OR have one full years of progressively higher level education, or possess a master's or higher degree, e.g., LL.B., J.D., LL.M., Ph.D., in a field that provided the knowledge, skills, and abilities to do the work of this position. Education must include at least 24 semester hours in business related course work in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management etc. OR have served on or before September 30, 2000, in a position either as an employee in the GS-1102 series or as a member of the armed forces in a similar occupational specialty. To be creditable, In addition to meeting basic requirements applicants must have 1 year of specialized experience in the next lower grade or equivalent or next lower qualifying pay band or equivalent under the General Schedule (GS) or other pay systems. Equivalent experience may be at the level of the lowest GS grade covered by the applicable pay band; however, the experience must demonstrate KSA's to successfully perform the duties of the position being filled.
