Project Manager IV (Deputy General Manager) The candidate will oversee the administration of commuter rail services. Assist the General Manager and the CFO in overseeing the business affairs of the company. Take a lead role in all labor relations activities including: labor/employee relations; the discipline and grievance processes, and union contract negotiations. Coordinate the development of an annual budget process with the CFO, including a 3 to 5 year look ahead. Provide Operations Managers with analysis to support resource allocation and continuous improvement in efficiency. Develop and update strategic plans, policies, and procedures. For example, the Human Resources Policy Manual; FRA compliance plans; project controls procedures including warranty support; capital reinvestment and renewal plans; Procurement Procedures; Accounting Procedures. Plan and coordinate the capital reinvestment programs to improve service reliability and to minimize the life-cycle costs of equipment, infrastructure and systems. Support labor relations activities including contract negotiations and administration. Oversee reporting on daily service and operations to provide Key Performance Indicators that measure safety, on-time-performance, productivity and efficiency. Oversee hiring of both union and non-union personnel. Oversee training, testing and re-training to maintain proficiency and safety of the workforce and the rail service customers. Analyze trends in service performance, equipment and systems reliability and develop recommendations to improve company performance. Negotiate change orders with the client. Coordinate with the Board of Directors, providing regular status reports, briefings on major issues related to policy, finance and operations. Ensure: Health, Safety and Environmental (HSE) are emphasized throughout all phases of the project; execution of all aspects of the project in accordance with contractual obligations, company’s Operating System Requirements (OSR) and the relevant Operating System Implementation Plan (OSIP); full compliance with company prime contract with regard to client reporting, notifications, project system start-up and close-out requirements; that project requirements for Baseline Centric Execution, safety, quality, and productivity are met in all locations managed by the company where work is being performed. A Bachelor's degree in Transportation, Computer Science, Civil Engineering, Construction Management, Operations Planning, Business Administration, Transportation Planning or a related discipline required. A Master’s or law degree preferred. 10+ years of experience in progressively responsible positions to provide an adequate background in a broad range of functions pertaining to operations, strategic planning and contract administration including 7+ years of experience in a senior or an executive management position with decision-making responsibilities required. Knowledge: of strategic planning and operations analysis, principles of administration and management, labor relations and personnel management and possess knowledge of budgeting and financial controls; of transit programs and operations preferred, including transportation economics and the political, social and psychological factors that influence public transportation issues required. General knowledge of applicable governmental regulations and federal, state, and local laws and extensive experience directly managing an operating budget in excess of $15 million dollars required. Experience negotiating, implementing and/or administering contracts and agreements with outside vendors and local agencies required. Effective interpersonal communication skills including writing, presentation, meeting and interview facilitation along with extensive experience communicating orally and in writing within and outside of an organization and excellent oral and written communication skills required.
