Senior Principal Subcontract Specialist Duties: Responsible for leading and implementing best-in-class subcontract management practices that leverage the annual subcontracting volume and optimize performance of the supplier base. Draft subcontract business and technical documents and develop negotiation strategies. Interface heavily with external suppliers, internal manufacturing, engineering, quality, and program management team members to improve cost, delivery, quality and lead time. Be an integral member of the Subcontracts Management team supporting and collaborating with senior leadership, Program Management Office, Engineering, Material Program Managers, Integrated Program Teams (IPT), Raytheon's personnel at all levels as well as with other Raytheon's businesses and external suppliers. Oversee and participate in high value subcontract negotiation. Determine the appropriate selection and issuance of fixed price, time and materials, labor hours and cost-type agreements and/or purchase orders. Develop financial strategy in driving the cost model down to increase profitability. Work in collaboration with the IPT team the coordination of early supplier involvement in highly technical and/or complex new products, parts and designs to optimize quality and meet production schedule. Develop and maintain strong business relationships with the subcontractors. Oversee the management of subcontractors to meet all subcontract requirements including management of financial obligations and mitigating cost overruns, schedule, technical and quality requirements. Manage administrative tasks including the coordination and support of milestone payment, performance based payment, invoice review, and ongoing communication with the subcontractors and program teams. Ensure subcontract compliance with Company policies , Public Laws in Government and commercial environment such as Federal Acquisition Regulations (FAR/DFAR), FAA, NASA, DOE, ITAR and import/export requirements.

Qualification and Experience

Qualifications: Bachelor's degree in Supply Chain, Engineering, Business or related field; MBA, JD or related degree preferred. Applicable professional certifications are a plus. Six Sigma or equivalent certification. 8+ years of related experience in major complex assemblies subcontracts. Ability to independently manage multiple complex projects from start to completion. Ability to develop and negotiate teaming agreements, master subcontract agreements, and blanket purchasing agreements. Ability to read and understand drawings, specifications and other engineering documents. Proven ability to build and maintain solid relationships based on mutual respect with senior level internal and external customers and peers. Demonstrated ability to influence key decision-makers and to effectively negotiate with Subcontractors. Working knowledge of and ability to insure subcontract compliance with Public Laws, Raytheon policies, Federal Acquisition Regulations (FAR/DFAR), and ITAR and import/export requirements. Excellent written, oral, listening and presentation skills. Working knowledge of Earned Value Management System (EVMS) and Risk Management. Proven track record that includes collaborating with Program Management and Engineering/Technical individuals regarding management of SOW requirements and subcontractor work outputs (including cost and schedule). Manufacturing, engineering or operations experience.
