Contract Specialist, GS-1102-05/07 DUTIES: Participate in contract negotiations, supply and service acquisition, and construction. Procure supplies and services competitively using acceptable contracting methods such as simplified acquisition procedures. Prepare Bid Opening report for distribution to the organization. Compile bidders mailing list and issues the solicitation and subsequent amendments. Process invoices for payment.

Qualification and Experience

QUALIFICATIONS: A 4-year course of study leading to a bachelor's degree with a major in any field.

OR

24+ hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Applicants must submit a copy of their transcripts to verify education.
GS-05 level: Applicants that meet the basic requirement of the position also meet the minimum qualifications requirement for the GS-05.
GS-07 level: Either of the following experience and/or education requirements:

Specialized Experience: Must have one year of full-time specialized experience equivalent to at least the GS-05 level of Federal service performing the following duties related to the position of a Contract Specialist: Assisting with the development, preparation, and presentation of terms and conditions in bids or proposals related to the award of contracts; Supporting the negotiating and awarding of contracts, contract modifications, and subcontracts; Assisting with the administration of the terms and conditions of contracts; and analyzing proposed prices or costs to forecast price trends in regards to contracts

OR

Superior Academic Achievement (SAA): Completion of all requirements for a bachelor's degree from an accredited institution in any field that equipped you with the knowledge, skills and ability to perform the work of a Contract Specialist and meet one of the following Superior Academic Achievement standards: You must provide copies of your college transcripts as verification. Applicants must submit a copy of their transcripts to verify education.

1. A grade point average of "B" (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study.

2. A grade point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all courses in the applicant's major field of study, or those courses in the applicant's major completed in the last 2 years of undergraduate study.

3. Rank in the upper one-third of the applicant's class in the college, university, or major subdivision.

4. Membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies.

OR

Education: 1+ year (18 semester hours or the equivalent) of graduate level study, or a master's or higher degree, e.g., LL.B., J.D., LL.M., Ph.D., etc. from an accredited institution. 1 year of postgraduate education must have been in 1+ of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Applicants must submit a copy of their transcripts to verify education.

OR

Combination of Education and Experience: A combination of successfully completed graduate education and specialized experience may be used to meet the total requirements for this position.
