Profile

Procurement Contracts Manager Duties: Deliver contract expertise and facilitate coordination between Procurement and internal partners responsible for specific areas of risk (e.g., Legal, Privacy, Data Security, Insurance, etc.) to enable execution of the Organization's contracting process. Collaborate with internal contracting partners responsible for specific areas of risk to build and maintain a comprehensive contracting library (e.g., acceptable variations of contract terms and language for all relevant internal departments). Facilitate the contract life-cycle, including approvals, in coordination of internal contracting partners. This includes contract renewals, terminations, new contract negotiations, change/amendments to terms and conditions for existing contracts, etc. Own, manage and support of Procurement’s contract management technologies as well as training and education for all participants in the Organization's procurement contract process. Design cross-category and category-specific contract templates and tools for Procurement to facilitate the contracting process. Monitor SLA compliance with internal contracting partners, publish metrics and follow through on non-compliance areas directly with the individuals and their management to improve responsiveness and reduce overall contracting cycle time. Identify and investigate continuous improvement opportunities to enhance collaboration between Procurement and internal contracting parties. Manage the Procurement contract library to ensure timely proactive notification to category managers of renewals and expirations in support of category sourcing strategies.

Qualification and Experience

Qualifications: Bachelor's degree in Business, Supply Chain Management, Finance, Accounting, Economics, Mathematics, Marketing, Liberal Arts or Industrial Engineering, or Liberal Arts. Substitutions. Law Degree or Master's Degree in Business, Supply Chain Management, Finance, Accounting or Marketing. 5 years of experience in contract negotiations, contract management and contract technology. Experience developing contract templates and collaborating with multiple contracting parties for sourcing. Experience in leading cross-functional initiatives. Strategic Sourcing experience. Certified Purchasing Manager (CPM). Excellent quantitative, analytical, and project management skills. Strong influencing skills that can be used to lead teams and build partnerships with internal resources and Highmark Health supply base. Uses knowledge of contract life cycle and templates to develop and champion best-in-class results. Ability to champion contract technology and drive compliance and utilization of advanced features. Strategic mindset with executive presence and organizational savvy. Self-confident with an ability to accept and respond to challenges in a positive manner. Manages change, ambiguity, complexity and drives for results. Exceptional verbal and written communication skills, effectively presenting complex topics in a concise manner to audiences at various levels and in various sizes. Broad understanding of business issues, metrics, organizational linkages and customer value. Strong organizational and analytical skills in addition to project leadership and management skills. Extensive knowledge of assessing and recommending creative and time-sensitive solutions.
