Attorney-Adviser (General), GS-0905-13/13 Duties: The candidate will resolves legal and factual problems with wide latitude for exercise of independent judgment. Advises and assists in the negotiation and preparation of contracts, intergovernmental and labor agreements and other legal documents. Handles varied litigation, contracts, agreements, claims and issues which have monetary and substantive impact on national defense, relations with state and local government agencies, public and private interests, and agency operations and authority; in many cases the effect on the parties involved can be far reaching or the Government's standing clear. Maintains liaison with the local bar and its association to inform them of policies and procedures and legal function. Advises key personnel on questions of substantive and remedial law or administrative policy affecting operations and concerning contacts with foreign, federal, state and local government entities, industry, and the general public. Answers questions in regulatory, administrative, criminal, and civil law, including questions covered by interpretations of the Comptroller General and other legal authority. Renders some decisions using legal theory and analysis when no legal precedents exist.Perform Advisory/consultant and trial duties that encompass all legal issues pertaining to civilian personnel, labor relations and equal employment, including matters such as those arising relative to the civil service system, employment discrimination, disability compensation, and labor issues related to base realignments and closures. Provides expert legal advice regarding acquisitions, including highly complex multiple year procurements. Answers questions and prepares actions dealing with DOD and Army Administrative Law and Ethics.
Qualification and Experience
Qualifications: Must have 2+ years of pqe, acquired after being admitted to the bar, commensurate with the duties and responsibilities of the position. Or Must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LL.B or J.D).
