Profile

Contract Specialist, GS-1102-09/09 Duties: The candidate serves as Contract Specialist responsible for formal advertising and negotiation activities involved in the procurement of supplies, services, or equipment to meet the consolidated requirements of the command, agency, or department(s). Performs market analysis to determine availability of the product or producers. Develops the solicitation. Evaluates bids or offers submitted, determines responsiveness to the solicitation, evaluates bidder's capacity to perform and comply with contract clauses and specification. Performs price analysis, analyzing commercial pricing practices applicable to assigned commodities.

Qualification and Experience

Qualifications: The candidate must meet one of the following requirements to qualify for this position: Have 1 full year of specialized experience equivalent to at least the GS-07 level in the Federal service that has equipped with the knowledge, skills, and abilities to successfully perform the duties of the position AND completed a four-year course of study leading to a Bachelor's degree with a major in any field from an accredited college or university. Qualifying specialized experience must demonstrate the following: Experience in contracting procedures, types, and methods to plan and carry out contracting assignments. Experience determining best procurement methods using cost and price analysis techniques. Experience resolving issues with prices and terms of the contract using negotiation strategies, methods and/or techniques. Experience communicating with various industry representatives to provide advice on contractual procedures throughout the phases of the contracting process.
OR
Have occupied position, which is classified in the GS-1102 series, since January 1, 2000 AND have one full year of specialized experience equivalent to the GS-07 level in the Federal service that has equipped with the knowledge, skills, and abilities to successfully perform the duties of the position as described above under qualifying specialized experience.
OR
Have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., from an accredited college or university in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
OR
Have 1 full year of specialized experience equivalent to at least the GS-09 level in the Federal service that has equipped with the knowledge, skills, and abilities to successfully perform the duties of the position as described above under qualifying specialized experience AND completed 24 semester hours of undergraduate study in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
OR
Have one full year of specialized experience equivalent to at least the GS-07 level in the Federal service that has equipped with the knowledge, skills, and abilities to successfully perform the duties of the position as described in paragraph A above under qualifying specialized experience AND completed 24 semester hours of "graduate" level education in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
OR
Have a combination of specialized experience equivalent to at least the GS-09 level in the Federal service that has equipped with the knowledge, skills, and abilities to successfully perform the duties of the position as described above under qualifying specialized experience AND graduate level education (which includes 24 semester hours in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management). Together this specialized experience and graduate education meets 100% of the qualification requirements for this position.

Note: This position is limited to ICTAP and CTAP eligibles and VEOA eligibles.
