Subcontract Manager Duties: Managing and facilitating the procurement of several billion dollars worth of goods and services to meet mission. Provide support to Supply Chain personnel, customers and stakeholders to research, advise, consult and make recommendations on subcontract legal and regulatory compliance matters. Work closely with Prime Contract group staff, Sandia Legal Counsel and Policy Analysts to obtain assurance that subcontracts comply with prime contract requirements. Utilize various means to ensure compliance including the use of reviews and assessments. Analyze and interpret complex contract requirements and ensure consistency of Sandia Corporation procedures and practices with contract and agreement terms. Review contract clauses to ensure regulations and contract clauses are applicable and appropriate for the statement of work, pricing type and business entity. Remain current on existing and proposed laws, regulations and prime contract requirements that may affect the Supply Chain organization. Serve as a subject matter expert for internal and external management and customers on Supply Chain related legal and regulatory issues. Advise and assist Policy Analysts with ensuring that prime contract flow-downs are properly applied, implemented, updated and documented. Aid in negotiating standard contract clauses and acts as an administrative interface between Sandia Contract Managers and legal counsel. Act as a liaison between buying staff and Sandia legal by tracking exceptions to contract clauses and aiding with expediting legal reviews to meet critical deadlines. Maintain associated documentation and metrics for reporting purposes. Develop a list of standard exceptions taken to contract clauses by contractors and collaborate with Legal counsel to craft acceptable, standard alternatives. Prepare and provide training and coaching on related legal and regulatory matters.
Qualification and Experience
Qualifications: A bachelor’s degree from an accredited educational institution authorized to grant baccalaureate degrees in a business-related discipline such as accounting, finance, general business, supply chain or law. 2 years' experience with government or private sector contracting. Ability to obtain and maintain a U.S. Department of Energy L-level security clearance. Desired: JD Degree or Masters in Business Administration or Masters in Public Administration or Masters of Accountancy, or equivalent. 3 years' experience with government contracts and contracting as a buyer or procurement analyst. In-depth knowledge of Federal Acquisition Regulations and Department of Energy Acquisition Regulations. 2+ years' experience as a paralegal or the performance of legal analysis related work in a government setting.Hands-on experience with researching and writing organizational policy based upon government regulations. Working knowledge of business and contract law and the ability to assess proper application. Working knowledge of Federal Acquisition Regulations or similar agency acquisition regulations. Experience in determining proper implementation of regulations and policies. Exhibit interpersonal skills needed to teach, instruct and advise; to plan and coordinate projects; and to facilitate meetings and negotiations. Proficiency with Microsoft Office Applications including Word, PowerPoint and Excel. Demonstrate excellent communication skills, both written and oral.
