Senior Contracts Manager The candidate will be responsible for collaborating with proposal teams on proposal efforts for new competitive and sole source efforts for follow-on work or other pursuits as assigned. Provide contract-related advice regarding strategic opportunities and risks. Will also be responsible for detailed review and collaboration on non-competitive responses to include ROM estimates and RFI responses, including final submission and correspondence with the government's designated representatives. Responsible for drafting and reviewing required joint venture agreements, contractor teaming arrangements and other agreements as required. When required, perform in a teaming cross-functional role with other business elements, e.g. finance, law, operations. Interface directly with company officers, program managers and business development leads. Provide guidance and leadership to cross-functional business team members. Understand the business case and can tailor agreements accordingly and has an appreciation of financial/analytical issues and profit and loss implications. Act as liaison with legal counsel and Business Unit Compliance to resolve complex contractual matters. Partner with business development, project and divisional management while performing risk analysis and negotiating terms on multiple pursuits concurrently. Manage all contract formation on assigned business segments; including, but not limited to, negotiating the most significant contracts or contract modifications and reviewing complex solicitations. Evaluate current and new laws, regulations, and contract trends for potential impacts on business. J.D. is required. An A&E/Construction background and have experience with multiple contract types, including significant experience drafting and evaluating Teaming Agreements, Joint Venture Agreements, Limited Liability Companies and other complex partnership agreements preferred. Experience in the drafting and advising on the formation of U.S. Government, Commercial and Foreign Government and Commercial contracts preferred. Strong working knowledge of the Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation (DFAR) and other related federal regulations required. 15+ years of prime contract formation experience including 10+ years of FAR / DFAR contract drafting, formation and management experience and Federal contracting experience within a U.S. military/civilian agency, law firm, or large U.S. government contractor or engineering or construction firm required. NCMA Certified CFCM, CPCM preferred.
