Profile

Attorney-Advisor Duties: Providing the full range of legal services required by a Federal grant-making agency for maintaining its operations on a firm legal basis. Researching complex questions of law; preparing draft regulations, legal opinions, legal briefs, and memoranda; drafting interagency agreements, partnership agreements with non-governmental organizations, and negotiating contracts; supporting activities of the National Council on the Humanities; and providing legal guidance to and representing the agency in ethics, personnel, labor relations, FOIA, and civil rights matters. Consults with legal representatives at high levels in other agencies, members of the public, service organizations, and others to gather necessary information to analyze complicated legal questions. Renders legal advice to key agency officials on a broad range of legal questions concerning the activities of the NEH. Interprets NEH enabling legislation, conflicts of interest and ethics questions, FOIA matters, and regulatory requirements. Reviews and approves for legality contracts, agreements, and legal documents. Drafts regulations, legal opinions, memoranda, directives, and reports to other federal agencies.

Qualification and Experience

Qualifications:
At the GS-12 level: JD Degree and 2+ years of experience as a practicing attorney. JD Degree or equivalent degree and be a member in good standing of a recognized bar of a State, a Territory of the United States, or the District of Columbia. Ability to analyze complex factual and legal issues and communicate them orally and in writing; Ability to work independently, as well as part of a team, with appropriate supervision given the experience level; Knowledge of legal and administrative processes and litigation practice; Legal experience with grants, contracts, and cooperative agreements; Legal experience with Federal ethics rules and regulations; and Legal experience in labor-relations, equal employment and/or Federal personnel laws.
