CSEA has approximately 300 employees who work in 12 offices throughout California. The Chief Counsel manages a Legal Department with a Deputy Chief Counsel, five attorneys, a paralegal and three administrative employees. This position is open because of retirement. Role of the Chief Counsel: Report to the Executive Director Represent the Association, its management, and officers with respect to governance, policy, laws and other initiatives that protect and advance the Association’s mission Provide strategic legal advice on a broad range of legal issues, including the Association’s rights and responsibilities, federal and state labor law, the legal rights of our membership, corporate legal questions and state education law Supervise in-house legal staff preparation of legal advice and the conduct of all administrative and judicial litigation Develop legal analysis, recommend options and strategies regarding actual or potential litigation Supervise outside counsel Prepare or supervise drafting of legal opinions, contracts or other documents Advises on internal labor or employee concerns involving a full range of employment issues Negotiate legal contracts and disputes Hire, manage, develop legal staff Work with a team of CSEA Department Managers on the overall management and direction of the union Act as legal advisor in labor and employee relations to senior management, including a hands-on role in collective bargaining and dispute resolution.
